Description

SECTION A - CONTRACT REQUIREMENT This is a combined synopsis/solicitation for commercial services prepared in accordance with the format specified in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only publication; proposals are being requested in support of Janitorial Services for the Las Cruces NM Vet Center. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-83, effective July 2, 2015. The solicitation number is VA258-15-Q-0751, and is issued as a Request for Quotation (RFQ). This acquisition is set-aside 100% for Service-Disabled Veteran-Owned Small Business in accordance with FAR 19. The North American Industry Classification Code (NAICS) is 561720, Janitorial Services, with a small business size standard of $18 million. The period of performance will be for one (1) Base Year, plus four (4) Option Years from date of award. This combined synopsis/solicitation is not to be construed as a commitment by the Department of Veterans Affairs (VA). SECTION E - SOLICITATION PROVISIONS 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (APR 2014) 52.212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: RELEVANT PAST PERFORMANCE PRICE (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
