Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items/services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N40192-15-Q-4585. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-83 and DFARS Change Notice 20150826. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 562991 and the Small Business Standard is $7.0. The proposed contract is total small business set-aside. The Naval Facilities Engineering Command Marianas, Contracting Office requests responses from qualified sources capable of providing the following services, which will result in a Firm Fixed Price (FFP) contract: CLIN DESCRIPTION QUANTITY UNIT OF ISSUE: 0001 Lease of two 160-200 square foot Portable Toilet Trailers and associated equipment ™s, 1/LOT Includes cleaning and supplies, footings, decks and typhoon tie-downs. Must be available by 01 October 2015. Statement of Work (SOW): The contractor shall provide portable toilet trailers at Polaris Point, GUAM, and shall service each unit on a weekly basis. Date and time of servicing shall be coordinated between the contractor and the personnel at Polaris Point. The toilets shall be used for personnel on station at Polaris Point. Trailers must be sewer compatible, due to the extreme weather conditions, daily pumping is not feasible. These trailers need to be equipped with sinks, running water, co-ed, handicapped-accessible features. These trailers must have multiple stalls to handle large volumes of personnel. These trailers must contain lighting for non-daylight hours. They are also required to have typhoon restraints. Additional cleaning requests may be needed depending upon the volume of traffic. 0002 Delivery cost for two Portable Toilet Trailer, 1/LOT 0004 Pick Up cost for two Portable Toilet Trailer, 1/LOT. FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitations will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i) Price ii) Technical acceptability of the item offered to meet the Government requirement; The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the next lowest quote will be evaluated for technical acceptability, and so on until an award can be made to the lowest priced technically acceptable offers. (a) Technical: The lowest offer will move forward to the technical evaluation. If the lowest priced quote is deemed technically unacceptable, the Government will evaluate the technical acceptability of the next lowest offeror and so on until an awardee is identified. (b) Price: Quotes will be listed in ascending order (low to high). The price evaluation will document the reasonableness and completeness of the total evaluated price. The award will be made to the lowest evaluated price whose offer is deemed technically acceptable. TECHNICAL CRITERIA RATINGS-RATING DEFINITION Acceptable: Quote clearly meets the minimum requirements of the solicitation. Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation This announcement will close at 3:00 P.M. Guam Local Time on Monday, 24 September 2015.
