- THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect cost or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Formal notices will be posted on the Federal Business Opportunities (FBO) website, http://www.fbo.gov/. GENERAL INFORMATION: The Air Force Arnold Engineering Development Complex (AEDC) is developing strategies for the design, fabrication, and installation of an exhaust cooling system utilizing water sprays and an associated barometric well for the Aero-propulsion Systems Test Facility (ASTF). The ASTF facility tests aircraft gas turbine engines at simulated altitudes and speeds. Hot engine exhaust gases (up to 3500°F) must be cooled such that the ducting and exhaust equipment downstream of the test cells are not damaged. The exhaust gas temperature leaving the exhaust cooling system, entering the final water separator, must be less than 150°F (with an objective of 100°F).
