Description
The purpose of this amendment is to post questions and answers from potential offerors. If you have any questions you may contact Robert Woolfolk II, via email at robert.woolfolk3@va.gov or via telephone at 303-372-7025. Any additional questions or requests regarding this solicitation must be submitted via email to the contract specialist no later than 3:00 pm MDT on September 16, 2015. All the answers are bolded. 1.Is this a follow-on requirement? No, this is not a follow on requirement. Phase Two: "A complete RF assessment, subsequent diagrams, and reports based on AirMagnet and Ciscoindustry best practices for a RF site survey of this size. The vendor engineer will use industry accepted spectrum/RF analyzers (including but not limited to AirMagnet Planner tool and Cisco Spectrum Expert). Vendor will be scanning the proposed combinations of wireless spectrum including but not limited to single band 2.4 GHz, single band 5 GHz, or dual band 2.4 GHz and 5 GHz"Is a 5GHz survey required? 2.Will the VGIA network be allowed to use the 5GHz spectrum? All Scanning frequency will be based upon proposed use frequency to confirm no overlap/ interference with current VA use. 5Ghz is an option but not required to use. Phase Three: 3."Vendor Engineers will install and configure Cisco 5508 series or like controller(s)" Can we assume that "like controller" includes manufacturers besides Cisco? Is using a hardware/appliance controller-based solution a requirement for this project, or is a software-based solution acceptable? Manufactures other than Cisco are acceptable and software based solutions are acceptable as well. "Connect ASA to LAN" 4.Can we assume that this should refer to any generic firewall appliance instead of Cisco ASA specifically, or is Cisco the requirement? Cisco is not a requirement "Install AP's, covers, tamper kits (FIPS)," 5.Is FIPS 140-2 a requirement for this project? This is a guest network and should not be carrying mission-critical or sensitive data. FIPS greatly increases the costs of equipment. FIPS 140-2 is not a requirement Phase Five: "Use of WCS in read only level of access for the purpose of reviewing system operational status, generating inventory reports and generating" 6.Are wireless network management systems beside Cisco WCS acceptable, or is WCS a requirement? All management systems will be considered Description of Services: "Managed Care and Reporting In-Depth: Comprised of a contractor provided and operated EM7 monitoring system, vendor's helpdesk solution will offer the following unique advantages including maintenance and warranty. " Is ScienceLogic EM7 a requirement, or will a comparable monitoring system be acceptable? Comparable systems will be considered I. Government Responsibilities "oWith VA is responsible for planning VLANs/DHCP scope design and IP addressing for the wireless infrastructure. oVA will designate a new VLAN and IP range restrictions for use with wireless management." 7.If the VGIA is a standalone, autonomous network air-gapped from the OIT network, is it necessary that the government design the VLAN/DHCP scope and IP addressing? VA will request input into design but will not assign actual IP addresses. From VA259-15-R-0603-000 Eval Factors: Technical "c.Vendor to provide a list of a series of both single and dual bandwidth options" 8.Is this in regards to having multiple ISP connections or single or dual band radios on the APs? This is to help identify legacy government systems which may have interference with Wi-Fi and prevent conflicts in systems "e.Vendor has the ability to provide bandwidth requirements to not less than 10 Megs of equal downstream and upstream bandwidth without additional cost to the government." 9.Guest Internet access bandwidth is very asymmetrical, with downstream being nearly 8-10x upstream bandwidth. Is symmetric bandwidth a requirement for this project, or is it just the 10Mbps that is the requirement? Minimum band width capability is a concern with the understanding that asymmetrical bandwidth may be provided. Other questions not related to specifications/evaluation criteria: 10.Will any weight be given to using 802.11ac radios versus legacy 802.11b/n access points? Only what is in scope of proposal will be weighted 11.Can a site map showing the building numbers be made available? Site maps provided have building numbers on them. 12.Does conduit between buildings exist and are we allowed to add fiber optic cable to it? Unknown at this time what space is available in existing conduit 13.From what rooms in each of the buildings that are requiring Wi-Fi does the inter-building conduit enter and exit? Unknown at this time. 14.Can a site utilities map be made available? Unknown at this time. 15.Approximately what percentage of the hospital hallways has cable trays? >70% 16.Will the VA allow the use of existing fiber between buildings 1, 6, and 20? No system must be air gapped completely 17.Will the VA allow the use of existing dark fiber if available? None- available 18.If the vendor is required to route new fiber back to the main building (building 1), will the vendor be allowed to use existing pathways? If available, but currently not certain what conduit has space available 19.What types of pathways or trenches between buildings are available? unknown 20.If not, does the VA expect vendor to trench back to the main building? Yes 21.Is the ASA mentioned on page 3 of the document "VA259-15-0603-001" a requirement or can the vendor suggest equipment that is a different make/model but is equivalent to the ASA (equivalent or "like" an ASA) Vendor can propose equivalent options 22.Are the FIPS kits mandatory on page 4 of the document "VA259-15-0603-001" as this is a Guest network and not a VA Enterprise network? No 23.Does the VA intend to have all Internet connectivity in the individual buildings routed back to the POP in the main building or can the vendor plan for individual POPs in each building? POP in each building will be considered 24.The PWS on page 9 of the document "VA259-15-R-0603-000" indicates that the vendor must demonstrate an understanding of infection control requirement". Can the VA define the infection control requirement? Dust and Heppa controlled access in patient care area accessed during installation. Knowledge of requirements to mitigate bacterial compromise in any Operating room hallways, or accessing sensitive environments after business hours and cleaning up upon completion of work prior to next business day prior to VA access of said space. 25.Regarding the 10 Mbps link, is there an incumbent provider or can the vendor select their own provider to provide the service? Vendor has control of provider used. 26."Can the VA Clarify the statement about "multi-access Wi-Fi Hotspot for each designated location on the main campus" on page 1 of the document VA259-15-R-0603-001? The access to Building 6 will require approx. 40 feet of new conduit being installed. From that point conduit is available to Building 1. 27. Does the VA intend to have an individual Internet connection with a "hotspot" at each building in addition to the Guest wireless network infrastructure the vendor will provide?" The VA intends to have a Wi-Fi used for internet access not Hotspots.
