Description
These are the clauses that are hereby incorporated to this acquisition. This is the Performance Work Statement for this acquisition. This is the pricing schedule for this requirement. This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912BU-15-T-0075 and is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The requirement is a small business set-aside. The NAICS code is 541690 with a size standard of $15,000,000.00. The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Purchase Order for the services of a rope access supervisor for the following: 1. Develop effective rigging and safety plan. 2. Supply all necessary rescue/rigging and rope access equipment for rescue. 3. Perform safety supervision and provide potential rescue services for U.S. Army Corps of Engineers (USACE) structural engineers inspecting steel surge tanks. All work will be performed at the following: 1. Garrison Dam located on the Missouri River near Riverdale, ND on 29 September 2015. 2. Oahe Dam located on the Missouri River near Pierre, SD on 07 October 2015. The contract line items are listed as an attachment to this combined synopsis/solicitation posting. A list of clauses, which are incorporated into this acquisition, is listed as an attachment to this combined synopsis/solicitation. The Performance Work Statement is listed as an attachment to this combined synopsis/solicitation posting. The provisions at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (DEVIATION 2013-O0019) (May 2015), hereby applies to this acquisition. The offeror shall submit their proposal either hard copy or electronically by 21 September 2015 at 2:00PM EST. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this RFP is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. All offers can be sent electronically or delivered hard copy. Electronic copies can be sent to justin.chung@usace.army.mil. Hard copies are to be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Justin Chung. All contractors are required to be registered in the DOD System for Award Management by award (SAM) before award as required by FARS 4.605. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. This office will not accept any telephonic, written, or faxed requests for a copy of the solicitation. Please adhere to the following timelines: A. Instructions: 1. Quotes, consisting of Price information and a Technical Information, shall be submitted. 2. QUOTE SUBMISSION Quotes shall be submitted consisting of the following: Volume I- Price Information The contractor shall provide pricing in accordance with the contract line item attachment. Volume II- Technical Information In Technical Proposals, offerors shall demonstrate a clear understanding of all features involved in solving the problems and meeting the requirements presented in the PWS. ______________________ This is a FFP type purchase order; price must be submitted in accordance with the line items in the RFP. B. IMPORTANT NOTES: 1. This purchase order is governed, insofar as applicable, by the procedures set forth in FAR 13.1. Submission of a proposal in response to this RFP constitutes the offeror's express acknowledgment to that effect. All other procedures are at the sole discretion of the Government as set forth in this RFP. 2. The Government intends to examine quotes and award a purchase order without discussions. Therefore, the offeror's initial quotes should contain the offeror's best terms from a Technical and Price standpoint. Unclear quotes may not result in questions for clarifications. Quotes with an omission or unclear quotes may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet or exceed the requirements, regardless of the proposed price. In that case, the offeror may be found ineligible for award. At the discretion of the Contracting Officer, the Government reserves the right to make award with or without discussions or exchanges. C.
