Description
J&A 15- 0484 The Department of Homeland Security (DHS), Federal Protective Services (FPS) intends to negotiate on a sole source basis with National Law Telecommunications System, Inc (NLETS), 2930 E. Camelback Road, Suite 160, Phoenix, AZ, 85016-4412 pursuant to 41 U.S.C. 253 (c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements. NLETS is the only known reliable source that can provide these services. The request is to provide a secure environment for information sharing to include intelligence, driving records and criminal histories. A capable vendor will provide to the FPS and its users an international, computer-based message switching system that links together state, local and federal law enforcement for the purpose of information exchange. It must also provide information services support in response to the growing number of justice related applications. Vendors must have the capability to transact over 30 million messages per month between approximately two hundred terminals without misuse of or breach of secured information. The use of these terminals and the exchange of information is fundamental to the mission to FPS and a knowledgeable and long standing vendor with experience of this magnitude is required. The period of performance for this requirement is October 1, 2015 through September 30, 2020. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This notice is not a request for competitive proposals; however, all responses will be used for informational purposes of future procurements. Respond to this requirement by submitting written capabilities /specifications to the contract specialist listed.
