- Exception to Fair Opportunity In accordance with FAR 16.505, the attached exception to fair opportunity is hereby posted. This is a sole source action to place a bridge order consisting of an eight-month base period and two (2) one-month options to replace the expiring U.S. Army Intelligence and Security Command (INSCOM) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract, W911W5-10-D-0005, which was awarded competitively to Dynetics, Inc. and expires on July 31, 2015. The base period will provide coverage through approximately April 18, 2015 as GSA Region 3 conducts a competitive acquisition to award the follow-on task order. GSA's acquisition strategy is to competitively source this requirement to the Pool 1 contract holders of either the One Acquisition Solution for Integrated Services (OASIS) IDIQ or OASIS Small Business (SB) IDIQ contract.
