Description

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO TONY SCOTT PRODUCTION FOR ROCK RADAR AND LEGACY RADIO SUBSCRIPTION SERVICES. The Department of Defense (DoD), Defense Media Activity (DMA) intends to award a sole source contract under the statutory authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). Sole Source Justification is attached hereto. DMA intends to issue a sole source contract to, Tony Scott Production, 357 N. Kings Road, Los Angeles, CA 90048 in an effort entitled Rock Radar & Legacy Radio Subscription Services for the Defense Media Activity, American Forces Network - Broadcast Center (AFN-BC). The anticipated delivery period will be a Base Year, January 1, 2016 through December 31, 2016 with four one-year options. The Government anticipates a Firm Fixed Price (FFP) contract. Description: CLIN 0001: Rock Radar & AFN Legacy Subsription Services - Base Year Tony Scott Productions will provide a 90 second customized American Forces Network (AFN) radio feature for AFN's Classic Rock station titled "AFN's Rock Radar" seven days a week and provide radio voice work that includes producing and delivery to the American Forces Network- Broadcast Center (AFN-BC), via secure FTP, "Classic Rock" imaging for American Forces Network (AFN) Radio to include up to fifty (50) produced liners, imaging, and ID's for the AFN-BC Classic Rock station at lengths of up to 60 seconds each (50 each x 60 seconds = 3,000.00 seconds) to the American Forces Network- Broadcast Center (AFN-BC), via Secure FTP in an industry acceptable audio file format. Period of Performance: 01 Jan 16 - 31 Dec 16 CLIN 1001: Rock Radar & AFN Legacy Subsription Services - Option Year 1 Tony Scott Productions will provide a 90 second customized American Forces Network (AFN) radio feature for AFN's Classic Rock station titled "AFN's Rock Radar" seven days a week and provide radio voice work that includes producing and delivery to the American Forces Network- Broadcast Center (AFN-BC), via secure FTP, "Classic Rock" imaging for American Forces Network (AFN) Radio to include up to fifty (50) produced liners, imaging, and ID's for the AFN-BC Classic Rock station at lengths of up to 60 seconds each (50 each x 60 seconds = 3,000.00 seconds) to the American Forces Network- Broadcast Center (AFN-BC), via Secure FTP in an industry acceptable audio file format. Period of Performance: 01 Jan 20 - 31 Dec 20 This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award. The primary North American Industry Classification System (NAICS) code is 515111 - Radio Networks, and the small business size standard is $32.5M. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
