Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, AND IS NOT A REQUEST FOR COMPETITVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S Fish and Wildlife Service, Contracting and General Services, Region 7 in Anchorage, Alaska intends to award a sole source firm-fixed price contract award on a non-competitive basis in accordance with FAR 13 for modeling of oil spill trajectories during the broken ice period in the Chukchi and Beaufort seas to Applied Science Associates Inc. DUNS: 095978938, 55 VILLAGE SQUARE DR STE 5, South Kingstown, RI, 02879-8248, The NAICS code for this acquisition is 541620 ENVIRONMENTAL CONSULTING SERVICES with a size standard of $15M. The Government intends to solicit and negotiate directly with The Applied Science Associates to evaluate overlaps in space and time of oil spill trajectories from hypothetical spills in the Chukchi and Beaufort Seas with polar bear and other marine mammal distribution, habitat and usage maps. RPS Applied Science Associates, Inc. (RPS ASA) has performed numerous oil spill modeling analyses with its oil transport, fate and biological effects model SIMAP. The published paper (French McCay, 2004) describes SIMAP and its validation for the Exxon Valdez spill. Also a recent paper (French McCay et al., 2014) describes an oil spill modeling analysis RPS ASA performed as part of a project for World Wildlife Foundation (WWF), Canada, where they evaluated the extent of contamination from hypothetical oil spills originating in the Canadian Beaufort Sea. No other solicitation package will be issued. This notice of intent is not a request for competitive proposals. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
