- Combined Synopsis/Solicitation For Morphocheck Equipment 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DAS15Q0037 is being issued as a Request for Quotation. 2. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). This requirement is set-aside 100% for small business concerns. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81. 4. The North American Industry Classification System (NAICS) code is 561621- Offerors must be registered in System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. 5. The Government contemplates an award of a firm-fixed priced purchase order resulting from this solicitation. 6. Far Clauses 52.212-4, Contract Terms and Conditions -- Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition. 8. There are several local NSF Clauses that may be applicable to this acquisition; additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition will be provided at time of purchase order award. 9. Instructions to Offerors: FAR 52.212-1 - Addendum: Submit the following documents in response to this RFQ: a. Quotation Cover Page b. Podium technical Specifications and part numbers c. brochure/digital photographs. d. Price Quote: Proposed pricing shall be fixed price. Page Limitations, size and format. The quotation shall not exceed 25 pages. 10. Evaluation of Offerors: FAR 52.212-2 - Addendum: BASIS OF AWARD: The Government will award a single purchase order resulting from this RFQ to the lowest price, technically acceptable vendor. The following factors shall be used to evaluate quotations: Technical Price Factor 1 - Price: All prices will be evaluated for reasonableness and completeness. Factor 2 - Technical: The Government will evaluate the Morphocheck specifications/part numbers for conformity. To be eligible for award the offeror is required to receive at least an"Acceptable" rating. 11. Additional Solicitation Information: a. Quotes are due 17 September 2015 at 2:00 PM EST. Email is the only acceptable method of quote submission. b. Vendors may submit written questions during the quote preparation period. All questions must be received no later than 15 September 2015 at 2:00 PM EST. Only written questions will receive a response. c. All questions and quotes shall be delivered to the Contract Specialist (contractor), Keith L. Rhodia via email, citing the RFQ Number in the subject, at the following address: krhodia@associate.nsf.gov with a cc to the Contracting Officer, Timothy P. McLendon at tmclendo@nsf.gov.
