- Solicitation Text (revised) The United States Government, represented by the U.S. Agency for International Development (USAID/DRC), is seeking applications from qualified individuals interested in providing Third Country National (TCN) or US Personal Services Contract (USPSC) services. The CV/resume must contain sufficient relevant information to evaluate the application in accordance with stated evaluation criteria. The applicant's references must be able to provide substantive information about his/her past performance and abilities. USAID/DRC reserves the right to obtain from previous employers relevant information concerning the applicant's past performance and may consider such information in its evaluation.
