For 35 years NIDCR has sponsored an accredited residency training program in Dental Public Health. The DPH Residency Program provides a formal training opportunity for dentists planning careers in dental public health, with an emphasis on oral and craniofacial, health-related epidemiologic research. The Residency Program is accredited by the Commission on Dental Accreditation of the American Dental Association. This requirement is to provide professional support services for the NIDCR Dental Public Health Residency (DPHR) program, and to provide direct support to its faculty and Dental Public Health (DPH) residents. The objective is to procure continuity of administrative, managerial, logistical, and educational support for the DPHR program, in order to: 1) Qualify for, apply for, and successfully complete the upcoming required accreditation review of the DPHR program by the American Dental Association's Commission on Dental Accreditation (ADA CODA); 2) Maintain and enhance the quality, professionalism, and training effectiveness of the DPHR program. (i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued." (ii) The solicitation number is NHLBI-CSB-DE-2016-007-KEW and the solicitation is issued as a request for quote (RFQ). (iii) The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 effective 03 SEP 2015. (iv) The associated NAICS code is 541690, Other Scientific and Technical Consulting Services, and the small business size standard is $15 Million. The acquisition is being conducted in accordance with the procedures of FAR Part 12, FAR Part 13.5, and FAR Part 15. (v) The Contractor Requirements are listed below: (vi) The Contractor Shall Provide the Following Services: • Tasks/Deliverables: o October 1st: Assume primary responsibility for the DPH residency program's preparation for the November 2016 review by the American Dental Association Commission on Dental Accreditation (ADA CODA). o November 1st: Completion of the DPH residency program's application to the ADA CODA, compilation of supporting materials; final preparation of all application materials for submission to the ADA CODA. o November 4th: Preparation and orientation of NIDCR staff prior to the CODA site visit; and assisting CODA examiners during their site visit. o February 1st, 2016: Prepare as necessary the response to the DPH residency program's CODA evaluation, and assist with any post-review requirements and remediation's, until an unconditional program accreditation is received. • Services: o The contractor shall update and continually develop the DPH residency program's policy and procedures manuals, including the Orientation Manual for residents and the Operations Manual for the program. o The contractor shall coordinate and participate in the annual application review, interview, and selection process of DPH residents. o The contractor shall take an active role in residency mentoring, instruction, and curriculum development; attend residency-related meetings, and organize activities such as DPH journal club, instructional webinars, site visits, and seminars. o The contractor shall participate in and document key DPH residency meetings and decisions. o The contractor shall provide managerial and administrative assistance to the DPH residency director, including DPH Residency program record keeping; curriculum planning; logistical support for residency activities; evaluation of residency candidates; and maintaining communication and collaboration with other residency and fellowship programs. o The contractor shall serve on the Residency Training Advisory Committees of all DPH residents. o The contractor shall systematize and refine the record keeping and documentation for the residency program. o This position requires a time commitment of two (2) full days (8 hours) and one (1) half day (4 hours) per week. (vii) Period of Performance: Base Year: October 1, 2015 - September 30, 2016 Option Year 1: October 1, 2016 - September 30, 2017 Option Year 2: October 1, 2017 - September 30, 2018 Option Year 3: October 1, 2018 - September 30, 2019 Option Year 4: October 1, 2019 - September 30, 2020 Place of Performance: National Institute of Health, NIDCR 31 Center Drive Building 31 Bethesda, MD 20892 (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Best Value: Trade Off -- Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides the overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors, past performance, and education requirements are more important than cost. Total points: 100 1. Technical capabilities / experience (50 points) a. The contractor shall demonstrate having the following capabilities / experience. i. The contractor shall have experience with mentoring and teaching Dental Public Health (DPH) residents through all phases of their residency training, and organizing residency activities such as journal club, site visits, and instructional seminars. ii. The contractor shall demonstrate extensive knowledge of and experience with the DPH residency program at NIDCR. iii. The contractor shall have extensive expertise in all ten of the competency areas defined by the American Board of Dental Public Health, at a level sufficient to effectively impart information to postdoctoral DPH residents: 1. Plan oral health programs for populations; 2. Select interventions and strategies for the prevention and control of oral diseases and promotion of oral health; 3. Implement, manage and develop resources for oral health programs for populations; 4. Incorporate ethical standards in oral health programs and activities; 5. Evaluate and monitor dental care delivery systems; 6. Design and understand the use of surveillance systems to monitor oral health; 7. Communicate and collaborate with groups and individuals on oral health issues; 8. Advocate for, implement and evaluate public health policy legislation and regulations to protect and promote the public's oral health; 9. Critique and synthesize scientific literature; 10. Design and conduct population based studies to answer oral and public health questions. iv. The contractor shall have experience in and extensive knowledge of the development of the foundational and operational documents for a DPH Residency program, including policy and procedures manuals, orientation manual, and operations manual for the program. v. The contractor shall have extensive knowledge and understanding of the application process and technical requirements of the American Dental Association Council on Dental Accreditation (ADA CODA) review process. vi. The contractor shall have experience guiding a DPH residency program through the CODA review process, including compilation of supporting materials; preparation of all application materials; and assisting CODA examiners during the site visit. vii. The contractor shall have experience with application review, effective interviewing, and selection of DPH residents. viii. The contractor shall have experience with curriculum development, activity planning such as journal club and webinars, and collaboration with other institutions to set up instructional site visits for the DPH residency program 2. Past Performance (30 points) a. Provide customer surveys or other applicable past performance questionnaires demonstrating work performed relating to the required tasks and services. A list of Purchase Orders and or contracts providing for services over the past three (3) years may be provided if no applicable surveys or questionnaires are obtainable. If no past performance documents are provided the Contract Officer will base the past performance score on the contracting officer's knowledge of and previous experience with the supply or service being acquired. 3. Educational Requirements (20 points) a. Master of Public Health degree from a US-accredited school of public health. b. Dental degree (DDS or DMD) from a US-accredited school of dentistry. c. Previous completion of an accredited US-based DPH residency program, including DPH Board eligibility. d. Continuing dental education in the field of Dental Public Health sufficient to maintain currency and expertise in the specialty area. 4. Price (10 points) (x) FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, is applicable. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the offeror shall complete only paragraphs (c) through (p) of this provision.
