- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs (VA) solicitation number is VA101-15-Q-0192. The solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83, dated July 2, 2015. This will be solicited as an unrestricted requirement. The associated North American Industry Classification System (NAICS) code for this procurement is 454310 Fuel Dealers and the applicable small business size standard is 50 people. The Government contemplates award of a contract incorporating firm-fixed-price and fixed-price-with-economic-price-adjustment contract line items, resulting from this combined synopsis/solicitation. See Attachment 1 for the contract line items, quantities, and units of measure, including options. See Attachment 2 for the Performance Work Statement. The quoter shall include a completed copy of the provision at 52.212-3 with the quote. Addendum to FAR 52.212-1: The use of hyperlinks in quotes is prohibited. The quotes shall include: 1.Prices by completing Attachment 1 Contract Line Items. For line items 0001, 0002, 1001, 1002, 2001, and 2002, the quoter shall enter the current total price per gallon of fuel in the "Unit Price" column and the quoter's over-the-rack price in the line item description. 2.License/certification as an authorized distributor to purchase fuel and provide testing by the state of Illinois. 3.Past Performance. Provide three references that can verify performance on three projects performed within the last three years of the same or similar scope. Provide full contact name, address, telephone number and email address for each reference. Relevant projects include work involving fuel delivery and services. The information will be used solely for the purpose of determining the quoter's responsibility. Quotations must be received by September 16, 2015, no later than (NLT) 12:00 pm EST. Submit quotations by email to Theresa Booker, Contract Specialist, at Theresa.Booker@va.gov. Include the solicitation number in the subject line of the email. 52.212-2 Evaluation-Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the quoter that provides the lowest priced, technically acceptable quote. The following factors will be used to evaluate quotes: (1) Price will be evaluated for reasonableness. (2) License/Certification will be evaluated on a pass/fail basis to determine the quoter is licensed/certified by the state of Illinois to purchase and test fuel. (b) Options. The Government will evaluate for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) Before the quote's specified expiration time, the Government may accept a quote, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
