- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with SRC Inc., via single source procedures. This procurement is in support of the FAA ™s Airport Technology R&D Branch. The award will be for the procurement of SRC Inc. consultative engineering design and initial support services and supply of Rugged Enclosure for BSTAR V2 Radar. The FAA has and continues to conduct studies on the ability of specialized radar systems to detect birds on and around airports. In doing so, the FAA has recently procured two BSTAR V2 bird detection radar systems. SRC Inc. is the only commercial entity capable of providing the detailed engineering support and consultation on the BSTAR V2 radar system necessary for KBOS. Furthermore, SRC Inc. is the only company that supplies the unique rugged enclosure that is required to protect the BSTAR V2 radar from harsh environmental requirements. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
