Description

The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with CQ Roll Call, Inc. of Washington, DC to provide Navy Personnel Command with a subscription to provide on-line access to legislative news, analysis, and information that are published weekly, daily, and real-time for a base period of 12 months and three (3) 12-month option periods. The vendor will provide access to the information in a single integrated Web interface, with the ability to search across multiple information sources using words, bill numbers, member names, vote information, committee lists and more, and be delivered via a single custom e-mail alert. The Navy intends to solicit for a Firm, Fixed Price type order. This procurement is a sole source acquisition with CQ Roll Call, Inc., under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 519130. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM EDT on 16 September 2015. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
