- Description
- The Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Littoral Combat Ships, has a requirement for the production of the Airborne Mine Neutralization System (AMNS) Low Rate Initial Production (LRIP) and Full Rate Production (FRP), engineering services, and support. The period of performance of the contract will be five years after award, with an anticipated award o/a July 2016. Raytheon Company is the sole designer, developer, integrator and producer of the AMNS. Raytheon was awarded a competitive contract in 2003 for the labor, material, and documentation necessary to develop interfaces and hardware, and integrate the AMNS into the MH-60S helicopter, common console, and Carriage, Stream, Tow, and Recovery System (CSTRS). The contract will include the fabrication, assembly, testing, documentation, planning and management necessary for the AMNS effort. The program requires a high level of integration. Raytheon is the only known responsible source with the requisite resources, knowledge, capability, and experience with respect to AMNS to satisfactorily perform the work under the contract contemplated. The Government does not own the Technical Data Package (TDP). In the absence of a complete, validated TDP, the Government estimates that it would take a company other than Raytheon Company approximately 48 months to gain the knowledge of the AMNS program necessary to perform the efforts under the contract. Such a delay would be unacceptable, and costs are not expected to be recovered through competition. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in response to this notice, either through a capability statement, proposal, or quotation. This sources sought notice is not a request for competitive proposals. However, all information received shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be provided for any costs associated with providing information in response to this synopsis or any follow-up information requests.
