Description
This combined sources sought and synopsis supersedes the combined sources sought and pre-solicitation notice published in NECO 9 September 2015. The anticipated contract is for Performance Based Logistics (PBL) support of four (4) General Electric T700 engine components 401C GG Rotor, NSN 2840-01-476-1840, P/N 6082T04G16; 401 GG Rotor NSN 2840-01-344-6057 P/N 6055T26G10; 401C Compressor NSN 2840-01-366-0377 P/N 6900T93G02; 401 Compressor NSN 2840-01-375-6469, P/N 6900T78G05. The PBL contract will be for a three-month base plus one three-month option. Award is anticipated 01 October 2015. The awardee shall be responsible for PBL support of the above four (4) components, including but not limited to management of a pool of assets to satisfy customer requirements at a minimum Supply Response Time (SRT) requisition fill rate of 80% first pass. The estimated demand for the possible six (6) month period is 180ea total or 30ea per month. As part of PBL support, the contractor must be able to manufacture or supply the piece parts required for repair and provide replacement repairable components as required. It is expected the procurement will be awarded sole source to General Electric (GE) (99207) in Lynn MA, given that no other supplier would be able to provide the support in the short time contemplated. NAVSUP WSS has recently competed a three-year PBL contract for these items. One offer, from GE, was received and award is being prepared. The three-month base/three-month option PBL contract advertised here will provide interim coverage. This procurement is being processed in accordance with Part 12 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is not a small business set aside. Generally, with respect to future PBL long term support for these items, prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy source of supply. A complete technical data package is available. All repaired or replacement components and consumable parts submitted under the contract shall meet the Commercial work scope requirements of DMWR ¬# 1-2840-248-1/2 and associated documents.
