- Description
- The Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Littoral Combat Ships, has a requirement for system depot, repairs, and engineering services in support of the Archerfish neutralizer. The period of performance for the Basic Ordering Agreement (BOA) will be five years after award, with an anticipated award o/a March 2016. A competitive procurement conducted in 2003 resulted in the Archerfish, provided by BAE, being selected as the Airborne Mine Neutralizer System (AMNS). BAE Systems is the sole developer and original equipment manufacturer of the Archerfish neutralizer and related equipment. The U.S. Government does not own the rights to the technical data package and, therefore, cannot pursue a full and open competitive contract for the production or repair of the Archerfish neutralizer and its related equipment. Substantial duplication of cost to the Government is not anticipated to be recovered through competition. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement in response to this notice, either through a capability statement, proposal, or quotation. This sources sought notice is not a request for competitive proposals. However, all information received shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be provided for any costs associated with providing information in response to this synopsis or any follow-up information requests.
