THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED IN RESPONSE TO THIS SYNOPSIS IS STRICTLY VOLUNTARY AND WILL BE USED SOLELY TO INFORM THE GOVERNMENT'S ACQUISITION PLANNING AND STRATEGY. T he intent of this notice is to determine the availability of alternate sources capable of providing the required DICTRA software license and maintenance. The Naval Surface Warfare Center - Carderock Division (NSWCCD) in West Bethesda, MD requires this software to support ongoing kinetics-based computational research. The software is critical to accomplishment of the NSWCCD mission. T he Government intends to sole source this requirement to Thermo-Calc Software of Canonsburg, PA. Thermo-Calc Software is the sole developer and distributor of the DICTRA software. The NAICS Code for this requirement is 511210. Vendors who believe they are capable of meeting the Government's requirement should email Traci Pichler, Contract Specialist, at traci.pichler@navy.mil no later than 2:00 PM Eastern Standard Time (EST) on 22 September 2015. Responses shall include the vendor's CAGE code and no more than 500 words to explain the vendor's ability to meet the Government's requirement.
