- The Federal Bureau of Prisons (BOP) is seeking proposals from sources having the ability to provide community-based outpatient substance abuse treatment services in the Great Falls, Montana area. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes, residing in a Residential Reentry Center (RRC) or home confinement. Federal Regulations 18 U.S.C., § 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates while they reside in a RRC and/or home confinement to ensure a continuity of care. The contractor's location where services are to be provided should be within the 10 mile radius of the Great Falls Convention and Visitors Bureau located at 1106 9th Street South, Great Falls, MT, 59405 and should be accessible to local public transportation. The anticipated period of performance is February 1, 2016 to January 31, 2021, if all option years are exercised. Performance periods under this contract will be for a one-year base period to begin on February 01, 2016 through January 31, 2017 with four (4) one-year option periods, with service ending (if all options years are renewed) 60 months after date of award. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year (2/01/2016 - 1/31/2017): Estimated number of inmates = 10: Substance Use Intake - (one (1) per inmate) for 10 inmates = 10 units. Substance Use Assessment & Report - (one (1) per inmate) for 10 inmates = 10 units. Individual Counseling - (30 minutes = one (1) unit), 48 units per 10 inmates = 480 units. Group Counseling - (30 minutes = one (1) unit), 72 units per 10 inmates = 720 units. Family Counseling - (30 minutes = one (1) unit), 36 units per 3 inmates = 108 units. Mental Health Intake - (one (1) unit per inmate) for three (3) inmates = 3 units. Mental Health Assessment & Report - (one (1) per inmate) for 3 inmates = 3 units. Psychiatric Evaluation and Report - (one (1) unit per inmate) for three (3) inmates = 3 units. Crisis Intervention - (one (1) unit per inmate) for one (1) inmate = 1 unit. Mental Health Individual Counseling - (30 minutes = one (1) unit), 48 units per three (3) inmates = 144 units. Mental Health Group Counseling - (30 minutes = one (1) unit), 36 units per one (1) inmate = 36 units. The contractor's philosophy and techniques must be based on cognitive behavioral therapy. The contractor must have documented experience working with a criminal justice population and understand the criminal justice system. The contractor will ensure all personnel providing direct clinical services to BOP inmates are appropriately licensed / certified by the State of Montana to provide the services listed above. All contractors and subcontractors must have the appropriate business/treatment/facility licenses applicable for the State/District in which services will be provided. Contractors who administratively manage subcontractors from a State outside of the State/District where services are provided must ensure they have all appropriate licenses for the State in which they are located as well as the State/District in which services are conducted. The services shall be in accordance with the BOP's most recent TDAT Statement of Work of March 2015. The request for quote will be available approximately October 6, 2015, and will be distributed solely through the General Services Administration Federal Business Opportunities web site https://www.fbo.gov.
