Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2015683 and is issued as a Request for Quotation (RFQ). This is a Small Business set-aside. The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-72. The North American Industry Classification (NAICS) Code is 423490 with a size standard of 100 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK Acquisitions would like to procure a Brand Name or Equal to a Tri-Carb 4801TR Scintillation Counter made by PerkinElmer. The specifications of the equipment are listed below. The Division of Intramural Research conducts biomedical research and training related to diabetes mellitus; endocrine, bone, and metabolic diseases; digestive diseases, including liver diseases and nutritional disorders; and kidney, urologic, and hematologic diseases. This equipment will be used as part of the research. The system must meet the following specifications: 1. Luminescence detection 2. Spectrum Unfolding 3. 408 large or 720 small vial capacity 4. Automatic single label Direct Disintegrations Per Minute (DPM) with Ba-133 External standard 5. Sample numeric value screening 6. At least 15 user protocols 7. Cassette loading bi-directional conveyor 8. Ability to detect 3H and 14C at very low levels (as little as 10 dpm) 9. Linear 4000 Channel Spectralyzer Multi Channel Analyzer (MCA) 10. Electrostatic controller 11. Ambient room temperature operation 12. SINGLE/DUAL/COLOR/DPM 13. Ability to count both large and small sample vials without special adapters. 14. A Multichannel Analyzer with an effective resolution of 1/10 keV 15. Multi-parameter spectrum analysis to correct for luminescence, color quenching and background radiation. 16. Unquenched LSC standards, 20ml vials 17. Software for a Windows 8.1 compatible operating system with on-line help 18. Built-in computer with Windows 8.1 operating system 4 GB (minimum) RAM and 250 GB hard disk (minimum) 3 high speed USB ports and 19 inch Wide LCD monitor with DVI-D video output and keyboard 19. Laser printer 20. Utility cart 21. Must be installed and training provided The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability, Past Performance. The "equal" item must meet the characteristics of the brand name item to be acceptable for award. Offerors must provide descriptive literature or other material to demonstrate that their offer meets the requirements listed above. 3) FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System For Award Management (SAM) http://www.sam.gov. Offerors not in SAM will not be considered. Interested vendors capable of providing the Government with the items specified in this synopsis should submit their quotation to the below address. Quotations will be due on Thursday, September 17, 2015 at 12:00 AM EST. Electronic submission will be accepted and be sent electronically to Linda Smith at Linda.Smith2@nih.gov. The quotation must reference Solicitation number NIHLM2015683. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
