Description

THIS IS NOT A REQUEST FOR QUALIFICATIONS (RFQ) OR REQUEST FOR PROPOSAL (RFP). PLANS AND SPECS ARE NOT YET AVAILABLE. THIS TWO-PHASE DESIGN-BUILD PROJECT WILL BE TENTATIVELY ADVERTISED (RFQ ISSUANCE) ON OCTOBER 1, 2015 ON AN UNRESTRICTED (FULL AND OPEN) BASIS. A GOVERNMENT-LED SITE VISIT IS TENTATIVELY SCHEDULED TO BE HELD ON OCTOBER 21, 2015. DETAILS REGARDING THIS NON-MANDATORY SITE VISIT WILL BE INCLUDING IN THE RFQ. Project Location: The Lahaina Bypass 1B-2 project is located on the island of Maui in Hawaii. The project is approximately 4 miles southeast of the town of Lahaina. Project Description: This project is the second phase of work on the Lahaina Bypass. The previous phase was completed by the Hawaii Department of Transportation. This phase starts at the southeastern termini of the previous bypass phase (Lahaina Bypass 1B-1) and continues approximately 2.7 miles to the southeast to the proposed southern terminus back onto The Honoapilani Highway (State Route 30). The preliminary design is approximately 30-percent complete and assumes the following major work items and approximate quantities: Line Item Unit Estimated Quantity Roadway Excavation: 70,000 CUYD Roadway Embankment: 500,000 CUYD Pavement: 163,000 SQYD Major Crossings (drainage and secondary roadways greater than 20-foot span): 4 EACH Minor Crossings (drainage less than 20-foot span) 10 EACH A two-phase design-build selection process is the solicitation approach. The work will take a place in an environmentally sensitive area and will require context sensitive design and construction approaches. Environmental clearance and right-of-way acquisitions are expected to be complete prior to the award of a design-build contract. Anticipated Award Schedule: Request for Qualifications- October 2015 Request for Proposals (short list firms only)- December 2015 Award of Design-Build Contract- Spring 2016 Approximately 2 years; construction completion by spring 2018. D-B Estimate Range: $30-40.0 million
