Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this special notice of intent to execute a Single Source award under FAR Part 13- Simplified Acquisition Procedures (SAP) as prescribed in FAR Subpart 13.106-1(b)(1)(i) with Medtronic USA, Inc., 6743 Southpoint Drive N, Jacksonville, FL 32216 The services to be provided shall consist of furnishing all necessary parts, labor, transportation, and software upgrades required to repair and maintain the Government-owned Medtronic Fusion ENT Navigation System, SN: N04256254 for the VA Loma Linda Healthcare System. Telephone technical support, factory certified parts, supplied by the Contractor at their own expense, and labor and transportation are all included as part of this yearly service. Scheduled preventive maintenance inspections will be performed during the year of service. Period of Performance is October 1, 2015 to September 30, 2016. The Contractor's unique qualifications are as follows: Medtronic USA, Inc. is the original equipment manufacturer of the Medtronic Fusion ENT Navigation System. They are the only authorized maintenance service provider of these units and maintain proprietary rights of replacement parts, software, and servicing of this equipment. No other vendor is authorized to obtain replacement parts for the Medtronic Fusion ENT Navigation System. Proprietary software and hardware that is required to service this equipment makes this a sole source acquisition. Medtronic USA, Inc. does not authorize third party companies to service their equipment and will not agree to repair damages made by third party companies or unauthorized technicians on the equipment. This procurement is being conducted using FAR Part 13, specifically FAR 13.106-1(b)(1)(i) allowing the Contracting Officer to solicit from one source. This will be a Firm Fixed Price (FFP) award for a base plus 4 option years to extend services. Anticipated award date is set for September 28, 2015. The North American Industry Classification System (NAICS) for this requirement is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
