Attachment 8 SAM Registration Attachment 7 Past Performance Questionaire Attachment 6 Firm and Project Information Attachment 5 - Bonds and Insurance Attachment 4 Submit Register Attachment 3 Specifications Attachment 2 Drawings Attachment 1 Bid Chart SF-1442 Cover Letter Solicitation SUBJECT: Solicitation Number SWHARC-15-R-0015 for Fusion and Operations Center (CEFOP) Upgrade - Caucasia, Colombia The Embassy of the United States of America invites you to submit a proposal for the Upgrade of the Fusion and Operations Center (CEFOP) at Colombian National Police Finca Paraguay, located at Caucasia City, Antioquia, Colombia. If you are interested in submitting a proposal on this project, read the instructions in Section L of the attached Request for Proposals (RFP). If you intend to submit a proposal, you should thoroughly examine all documents contained in the contract solicitation package. The Embassy intends to conduct a site visit (see L.6, FAR 52.236-27) and hold a pre-proposal conference. All prospective offerors who have received a solicitation package are invited to attend. The conference will be held at Colombian National Police Finca Paraguay, located at Caucasia City on October 2, 2015 at 10:00am. If you plan to attend, you must confirm your attendance with Rafael Valderrama at valderramarf@state.gov with your name, cedula number (ID number), cell phone number, email and the name of company you represent, and vehicle information (car make, model, and license plate) if vehicle access to the base is requested. This information must be provided by 4:00 p.m. on Thursday, September 24, 2015. The meeting point will be the main gate of the police base; people will need to identify themselves as attendees to an INL meeting. If you need AutoCAD drawings for this solicitation, please email Francisco Cabrera at cabreraf@state.gov and Rafael Valderrama at ValderramaRF@state.gov by 2:00 pm on Friday, September 25, 2015. Submit any questions you may have concerning the solicitation documents in writing, in English to Jamie A. Goewey at goeweyja@state.gov, c.c. Rafael Valderrama at ValderramaRF@state.gov no later than 2:00 pm local (Bogota) time on Friday, October 9, 2015. Responses to the questions will be posted on the FedBizzOpps website (www.fedbizopps.gov).. Offerors are requested to submit complete proposals only electronically by uploading to the FedBizOpps website (www.fedbizopps.gov). A proposal will be considered timely only if it is complete and timely received by FedBizOpps. No hard copy or email proposals will be allowed. The deadline for proposal submissions is Friday, October 23, 2015. Proposals must be received by 4:00 P.M. local (Fort Lauderdale) time. Complete the OFFER portion of the Standard Form 1442, including all blank spaces, and have the form signed by an authorized representative of your company, or the proposal may be considered unacceptable and may be rejected. In order for a proposal to be considered, you must also complete and submit the following: 1.Section B and Attachment 2, Bidding Charts; 2.Section K, Representations and Certifications; 3.Bar Chart (time scaled Network Diagram CPM Schedule) illustrating sequence of work to be performed; 4.Additional information as required in Section L. The contract will be a firm fixed price contract, with no adjustment for any escalation in costs or prices of labor or materials. Each offeror will be responsible for determining the amount of labor and materials that will be required to complete the project, and for pricing its proposal accordingly. Please be advised that each offeror is responsible for furnishing complete information to its subcontractor and suppliers, such as details and quantities required by the drawings and specifications. Subcontractors and suppliers should not be referred to the Embassy or the Architect/Engineer for determining the amount or quantities of materials required. The construction completion time is 100 days, commencing 10 days after the Notice to Proceed has been issued. In the event of an unauthorized or unexcused delay in completing the project, liquidated damages in the amount of USD $255 per calendar day will be assessed until substantial completion of the project is achieved. The Contracting Officer reserves the right to reject any and all proposals and to waive any informality in proposals received. In addition, the Embassy reserves the right to establish a competitive range of one or more offerors and to conduct further negotiations concerning price and other terms before awarding the contract, or to award without discussions.
