- AFLCMC/WLNKA intends to acquire on a sole source basis, long term sustainment support for the AE2100 D3 turboprop engine, designed for Lockheed-Martin applications per engine specification C980, and the R391 propeller designed for Lockheed Martin C-130J applications per propeller specification 91-DS 0590, used on the C-130J, from Rolls-Royce. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source through a request for proposal. The Government is using the policies and procedures contained in Federal Acquisition Regulation Part 12, Acquisition of Commercial Items in this solicitation and resulting contract. Long Term Sustainment support of the propulsion system shall include the following areas: 1) Sustainment Program management support 2) Material Management 3) Sustaining Engineering Services 4) Sustaining Logistics 5) Depot Maintenance Activation Activities 6) Replenishment Spares and Support Equipment 7) Field Service Representatives 8) Depot Level Repair 9) Cost per flying hour support Market research determined Rolls-Royce is the only responsible source with the necessary engineering design and manufacturing data capable of providing all items and services that meet the necessary minimum requirements. The government does not own the data rights for the system; therefore, to avoid duplication of costs, the government intends to award the effort pursuant to the authority of 10 U.S.C 2304 (c) (1) as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with only one responsible source under the authority of FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will not be set-aside for small business and will be covered under NAICS code 336412. The anticipated contract will have a period of performance of 5 years with a basic and 4 option periods. This notice is not a request for competitive proposals. This synopsis is published to notify potential subcontractors that this is anticipated to be a contract awarded on a sole-source basis. All responsible sources may identify their interest and capability by submitting a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The solicitation will be issued as a request for proposal and will be issued through www.fedbizopps.gov on or about 1 October 2015. Award of the subject effort is estimated in the third quarter of calendar year 2016.
