- Sole Source Justification The Office of Emergency Communications (OEC) requires Scientific, Engineering and Technical Assistance (SETA) support services for its Priority Telecommunications Services (PTS) Programs. PTS consists of the Government Emergency Telecommunications Services (GETS), Special Routing Arrangement Service (SRAS), Wireless Priority Service (WPS), and Next Generation Networks (NGN) Priority Services (PS). GETS, SRAS, WPS, and NGN PS are specially designed telecommunications services for the National Security and Emergency Preparedness (NS/EP) user community's use during natural or man-made disasters when conventional communication services are ineffective. The Government anticipates extending the period of performance through September 27, 2015 and adding $40,000.00 to CLIN 0011 (Operations Center Transition) under contract HSHQDC-15-C-00059 to prevent a disruption of services and provide a seamless transition of support to a new contractor. Sole Source Justification Rationale in accordance with FAR 13.106-1(b)(1)(i); Only one source reasonably available. The Statement of Work under Contract HSHQDC-15-C-00059 for Task 9, Operations Center Transition states in part:..."Staff the Operations Center for 50 days while simultaneously developing, documenting, and monitoring the execution of an Operations Center transition plan that will be used to transition tasks and materials to a new contractor."... The 50 day period expires on September 15, 2015. It is anticipated that the new contract will not be awarded until on or about September 25, 2015. The extension is necessary to avoid a disruption in services as these services are essential to the Priority Telecommunications Service (PTS) program. PTS consists of Government Emergency Telecommunications Service (GETS), Special Routing Arrangement Service (SRAS), Wireless Priority Service (WPS), and Next Generation Network (NGN) Priority Service (PS) access to ensure successful fielding of a mission critical nationwide emergency communications service to support response and recovery efforts for natural and man-made disasters, including acts of terrorism. A disruption of services would be detrimental and cost prohibitive to the PTS program. Transition to a new Contractor for such a short duration (September 16, 2015 through September 27, 2015) would involve disruptive transition efforts, lengthy personnel security clearance processing, and a need to brief and indoctrinate new contractor personnel. The time and expense associated with moving forward to solicit and award a purchase order for CLIN 0011 prior to the award of the anticipated new contract, alluded to earlier herein, for such a short duration would be cost prohibitive to the organization. The anticipated price will be determined fair and reasonable based on pricing under the current contract and comparison to the IGCE in accordance with FAR Part 13.106-3(a)(2).
