C.2 SALIENT CHARACTERISTIC General Salient Characteristics: Shall apply to all line items unless not applicable. 1)General 2)The subsequent specifications are designed to describe to the provider of the laboratory casework system the standards and expectations that the owner and architect allow for a quality and functional installation of the laboratory casework. 3)Warranty Requirements a)Furnish a written warranty that Work performed under this Section shall remain free from defects as to materials and workmanship for a period of two (2) years from date of shipment. (5)0.9mm (20 Ga) for drawer backs, door backs, vertical closure channel, removable back panels, shelves, drawer bodies, drawer dividers, bin bodies, and pull-out shelves. b)Cabinet Frame (1)Provide one-piece die-formed cabinet bottom construction with return side flanges turned down. Spot weld flanges to cabinet sides. (2)Cabinet bottoms shall be turned down at front to form 32mm (1-1/4") "U" channel to accept toe kick and turn down 133mm (51/4") at back with 16mm (5/8") return to form the back lower member of cabinet base. Provide punched 19mm (3/4") dia. corner holes for access to levelers and to accept PVC press plugs. It shall be possible to access levelers from above cabinet without removing drawers or drawer supports. (3)Provide additional vertical 75mm (3") "HAT" shaped channels, spot-welded to or formed with the rear vertical corner. Channel shall be provided with pre-punched holes to receive shelf clips, and slotted holes to receive drawer suspension tracks. Cabinets 762mm (30") wide and larger shall be provided with intermediate 117mm (4-5/8") "HAT" channels to brace cabinet and accept shelf clips and drawer tracks (4)Where applicable, the front corner posts shall be pre-punched and slotted to accept drawer suspension systems and suspension pull-out shelves. Front vertical posts shall form inboard flush front construction for doors and drawers acting as the cabinet main member side gable tying the cabinet bottom and horizontal member together to form a rigid case. Front post rear closure channels shall be "J" shaped 9mm (11/32") x 33mm (1-5/16") x 49mm (1-15/16"). Provide channel with pre-punched holes to receive shelf clips. (5)Doors and drawers shall overlay top intermediates and floor horizontal members. (6)Top horizontal front framing member shall form a "J" shaped section 75mm (3") wide, 10mm (3/8") return by 25mm (1") deep with 16mm (5/8") return. (7)Intermediate horizontal framing members shall form a "U" 32mm (1-1/4") high with a 25mm (1") return on top and 16mm (5/8") return on bottom. (8)Top rear horizontal framing member shall be 50mm (2") x 32mm (1-1/4") angle section welded to back corner lapped post and side gables with welded corner gusset plates acting as cabinet bracing and counter top material fixing member. (9)Enclose cabinetry toe space shall be 75mm (3") deep x 100mm (4") high and shall act as a total enclosure to bottom of cabinet. Toe space section shall key up into "U" shaped front floor member and act as reinforcement. Toe space, front floor of cabinet and corner post sections shall be spot welded together forming one structural member. (10)The toe space members, side gable returns, and back lower member shall form all welded structural corner to accept leveler gussets and Omm (3/8") levelling bolts. (11)Cabinet construction shall be electro spot-welded to form a strong well-fitted, one-piece unit. (12)Exposed horizontal structural cabinet members between doors and drawers shall be unacceptable. c)Cabinet Hardware (1)Pulls: Provide handles for drawers and hinged doors in 100mm (4") stainless steel. (2)Door Hinges: Provide five knuckle-type barrel door hinges of 1.9mm (14 Ga) stainless steel screwed into door and fastened to cabinet side stile with two counter sunk #8-32 stainless steel machine screws & captive serrated tooth washer nuts. Hinge finish shall be stainless steel. d)Base Cabinet Components (1)Provide removable back panels for cupboard base cabinets. Provide partial back panels 229mm (9") in height to accommodate plumbing at sink units. When requested, provide back panels and security panels on cabinets requiring locks. (2)Shelving edges; turned down on all four sides 25mm (1"), and returned under on front and back 25mm (1"). Shelves 914mm (36") and longer shall be provided with "HAT' channel reinforcement at front edge. (3)Doors: (a)Fabricate doors of 2 telescoping metal panels, 19mm (3/4") thick, with a sound-deadening material extending continuously full-width, and top to bottom. Reinforce hinged side of door adequately with stainless steel hinge machine screws to prevent sagging. Secure recessed hinges to cabinet posts with stainless steel machine screws and concealed self-locking nuts. Provide nylon roller friction catches, mounted on horizontal top or intermediate members pull side of doors. Provide each hinged door with 2 rubber bumpers. (b)Doors, drawers, tracks and back panels shall be replaceable in the field without requiring special tools. (c)All standard double door cabinets shall be designed without center stiles to maximize access to the cabinet. (4)Drawers: (a)Fabricate drawer fronts of 2 telescoping metal panels and totally filled with sound-deadening material to eliminate possible drumming effect. Form removable outside panel with lip to fit over inside panel on top edge, and to lock into position at bottom with rivets to form a rigid, one-piece 19mm (3/4") thick drawer front. (b)Provide drawer operation on Full Extension Drawer Slides, 508mm (20") extension, load capacity 45kg (100 pounds).: Equal to: Knape & Vogt #8400B. (c)Drawer body shall consist of one piece stainless steel construction including the bottom, two sides, back and inner front flanged end which shall be welded to the interior drawer front head. The exterior drawer front shall have a channel formation on the top edge with ground smooth and fully finished return edges telescoping together to form fully sounded-deadened drawer front. Drawer bodies shall have a reinforcing bend on top edges. (d)Provide built-in stops to prevent inadvertent removal of drawers, with allowance for drawer to be removed by lifting front of drawers and pulling out. (i)Provide drawer pulls in central location of drawer face. Two handles shall be provided on units 762mm (30") and large (5)Mobile Cabinets: (6)Mobile cabinets shall be the same construction as fixed base cabinets with the following modifications: (7)Toe kick space shall be eliminated (8)Cabinet underside shall be reinforced with 14 gauge steel channels to provide caster mounting points. (9)A counterweight shall be provided to allow one drawer to be opened without risk of cabinet tipping. Counterweight not required for cabinets without drawers. (10)Drawers shall be rated at 50 lbs. maximum. (11)Four casters shall be provided with a load rating of 150 lbs. each. (12)Underside of cabinet to be finished with stainless steel concealment plate to prevent vermin harborage. (13)Tables: (a)Fabricate tables from metal skirting panels formed into 95mm (3-3/4") channel sections, and welded into a rigid frame construction. Notch corners and reinforce to receive 50mm (2") square metal tubular legs welded securely in place. Provide leg with 10mm (3/8") non-marring nylon leveling devices and slip-on type black PVC shoes. Lower table bracing to have "U-shaped" format to allow parking mobile cabinets beneath table. (14)Front Rails: (a)Front rail units shall be fabricated from a single metal channel-shaped skirting panel in modular widths the same as standard base cabinets. Channel ends shall be turned to fit into end mounting brackets. Rails are 95mm (3-3/4") high. (15)Filler Panels: (a)Fabricate front filler panels complete with flanges on both sides and a 75mm x 100mm (3" x 4") toe space along the working face. (16)Scribe filler panels shall be flanged on one side and flat on the other, to be cut on jobsite to suit wall conditions, and shall fit into double angles secured to the wall. No visible mounting screws permitted. e)Work surfaces i)All work surfaces shall be constructed of 14 gauge, T-316 stainless steel with a #4 brushed finish. ii)Backsplashes shall be integral and extend 4" above work surface. Material at top of splash shall be formed to provide an integral return at the wall. Antimicrobial sealant is to be applied at wall where backsplash meets. iii)Table top work surfaces shall finished edges on all exposed sides with an integral marine edge providing a 1-1/4" overall thickness at edge. Marine edge to be minimum 1" from front edge. iv)Sinks to be integral with work surface. At underside of sink top, the material shall extend a minimum of 2" from front edge of work surface to provide a completely sealed substrate to inhibit vermin harborage. A bead of antimicrobial sealant is to be applied where the cabinet and underside of work surface meets. v)Sinks to include 4" threaded outlet for installation by plumber. vi)Mobile cabinets to include a work surface with a 1" overhang on all sides. The square finished edge is to be 1-1/4" thick. vii)Hat channel construction stiffener is to be welded to underside of all work surfaces. Hat channel to be of 16 gauge T-316 stainless steel. The architecture and interior design embody the highest level of environmental stewardship, use of natural spaces as well as providing a streamline, open, modern aesthetic. 2.Objective To purchase new casework including sinks, eyewash, mobile cabinets and quality installations for SFVAHCS that meet the SFVAHCS provided specifications and high quality threshold while integrating excellent environmental stewardship. 3.Design Contract Tasks/Requirements a.The Vendor shall attend a minimum of one (1) in-person meeting on the SFVAHCS campus to review final award with VA Interior Designer and End Users and to make necessary revisions. b.During first meeting the Vendor shall provide the Interior Designer with the Auto-Cad drawings to scale in 11"x17" scaled drawings showing layouts of awarded product. c.The Vendor shall allow for two (2) revisions per line item included in design services including updating Auto-Cad Drawings and PDFs as request by VA Interior Designer. d.The Vendor shall be responsible for taking and applying accurate field measurements to ordered product for verification of correct sizing. Auto-Cad drawings may not be accurate finished dimensions and may not be used in place of field measurements. The Vendor shall be liable for any incorrect field measurements leading to incorrect product order. e.The Vendor shall be within a 50 mile radius. f.The Vendor shall be responsible for providing all sample materials for awarded product (2-Day Delivery) as requested by VA Interior Designer. g.The product must not be placed into production without clearance from the VA POC. h.The Vendor shall provide final, clean 11" x 17" scaled drawings of product layout for sign-off prior to scheduling manufacturing. i.The Vendor shall track manufacturing schedule and notify VA Interior Designer with updates of estimated completion date by email. j.The Vendor shall provide 45 days free storage. 4.Project Manager (PM) Requirements a.PM shall be responsible for all communication with VA Interior Designer as pertaining to Requests for Information (RFIs), updates, design changes, notifications and installation scheduling in writing by email in addition to any phone conferences or in-person meetings. b.PM shall not contact End-Users directly regarding award unless specified to do so by Interior Designer. c.PM shall represent the Vendor, not the installation company. d.PM shall perform on-site assessment of product and replacement of damaged product due to freight delivery. e.PM shall schedule arrival of the product and installation date with Interior Designer. f.PM shall perform on-site review of space and installation plans at least 5 days in advance with Interior Designer. g.PM shall assess area for any encumbrances (loading dock, path of travel, electrical/data need locations, etc.) that would be a potential delay to the project. h.PM shall be on-site and supervise entire installation. i.Prior to releasing the installation crew for the day, the PM shall perform on-site walk-through and punch list with Lead Installer and Interior Designer. 5. Protection of Property a.The Vendor shall take precaution against damage to the buildings, grounds and furnishings. The Vendor shall repair or replace any items related to buildings or grounds damaged accidentally, or on purpose due to actions by the Vendor, utilizing materials of the same quality, size, grade and color, to match existing work. b.The Vendor shall perform an inspection of the buildings and grounds with the POC prior to commencing work in order to ensure they will be able to repair or replace any items, components, buildings or grounds damaged due to negligence and/or actions taken by the Vendor. Concurrence of the POC is required before the Vendor may perform any significant repair work c.The Vendor shall be responsible for security of the areas in which the work is being performed prior to completion. d.The Vendor shall provide floor protection while working in all VA facilities. All material handling equipment shall have rubber wheels. 6. Delivery a.The Vendor shall contact the Interior Designer at least 14 working days prior to their proposed installation date to ensure that the building or space will be ready for installation. b.The Vendor shall provide the Interior Designer with scheduled time of the arrival of the delivery truck at the installation site at least 48 hours prior to the date of installation. c.The dealer shall arrive in 3 hours or less. d.In the event there is a delay in delivery, the Vendor must notify the VA Interior Designer immediately. e.All deliveries must be received at the Vendor's warehouse and checked for damage and missing items prior to delivery and installation at jobsite. f.The Vendor storage facility must meet all building requirements including but not limited to sprinkler, secure, safe, environmental controls as not to void furniture warranties. The g.The Vendor must notify VA of specific location of any or all stored furniture. h.The Vendor may not deliver any items directly to the VA premises or store any items on site ahead of installation date. Any such deliveries shall be refused at the expense of the Vendor. i.Program Manager to meet truck, receives, and inspects all items independently of VA staff assistance. j.The Vendor will make certain that all parts and pieces are present in their vehicle before coming to the installation. In the case of systems furniture, the vendor shall ensure all parts and pieces required to connect to power and communications were ordered, included and will be on site at time of installation. k.Dropped shipped items may not be received unless requested by VA Interior Designer and may only be delivered during Warehouse business hours. l.The Vendor must ensure the driver of the delivery vehicle has copies of the delivery order and shall not attempt to deliver any items before the scheduled delivery date. m.Delivery trucks may not block entrances, egress or patient parking during normal business hours (Monday-Friday, 8:00 am-4:30 pm). Loading dock/zones shall be used for all deliveries. n.ENVIRONMENTAL STEWARDSHIP: All delivered products to be wrapped in blankets and re-usable materials when applicable as to reduce waste. The Vendor shall not use non-recyclable or non-reusable packing materials for any deliveries. 7.Installation Requirements a.Installation team must be certified in product installation, experienced and knowledgeable about product. b.Installation company shall be familiar with VA campuses and various VA Outpatient Clinics, regulations, loading dock locations and hours of operations. c.Installation crew and the Project Manager shall check in with VA Police upon arrival and obtain Vendor badges for each day on site. d.The Vendor and Installation Company must provide proof of insurance to VA Interior Designer and VA Contracting Officer prior to installation by email. e.Installation shall be conducted during business hours (Monday-Friday, 8:00 am - 4:30 pm. Other times may be approved by the VA Interior Designer. 8.Assembly a.If for any reason, the Vendor is unable to complete the assembly and placement of all unloaded items before the end of the workday, the Vendor will be responsible for moving these items to a secure location, until the next available installation date. The Vendor will be responsible for moving the items from the storage site to its designated position in the building for installation b.The Vendor shall be responsible for storing, returning and replacing all damaged items in the Vendor warehouse. No damaged items to be stored on VA premises. c.The Vendor shall repair or coordinate for replacement of damaged, defective, or missing items as identified in the installation punch list within 4 weeks post-installation. d.Art shall be installed by a professional and experienced art installation crew as appointed by art the Art Vendor and approved by VA Interior Designer. Re-usable and/or recyclable materials for packing and delivery are required. e.All furniture, equipment and accessories shall be level, plumb, square and in proper alignment with adjoining furniture. Furnishings shall be securely attached to the building where applicable. The Vendor shall provide light bulbs and plug in lights to ensure all fixtures are working properly. Any keys for furniture shall be left in the appropriate lock cores. f.The Installation team shall ensure that all furniture is free of surface dirt, clean, polished and ready for use. g.Once equipment is installed as shown on the furniture layout, the Vendor shall coordinate with the Interior Designer as to where any excess items are to be stored. 9.Receive and Unload a.The Installation team shall perform all required assembly in accordance with the manufacturers' instructions. b.The Vendor shall provide all necessary materials, equipment, labor, supervision, and Management to: (A) coordinate delivery: (B) load and unload; (C) place/install in designated rooms/locations; (D) assemble items as required; (E) secure as designated; and (F) properly dispose of all associated packing/crating materials outside the VA premises. 10.Clean up and disposal a.The Vendor shall be responsible for the removal and disposal of all trash/debris connected with uncrating and assembling furniture and other items installed under this contract. The Vendor shall not use VA facilities for trash/debris disposal b.Recyclable products shall be disposed of in accordance with applicable statutes, in respective containers. c.Packing materials shall not be stored in the buildings for any period exceeding 24 hours. d.Personal trash (food wrappers, drink containers, etc.,) shall be removed from the site on a daily basis by the Vendor. 11. Contact with VA Personnel a.All contact shall include VA Interior Designer. Any requests for PO modifications must include both VA Interior Designer and VA Contracting Officer. No changes to the contract shall be made without the written consent of the VA Interior Designer. b.The Vendor shall only contact VA Interior Designer during business hours (8:00 am - 4:30 pm), except on weekends and Holidays when applicable. The Government maintains the option to modify the normal work week, days and hours, as necessary for the accomplishment of SFVAHCS mission.
