- Temporary Shelter Requirements Technical Evaluation Checklist This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912SV-15-R-0026 is hereby issued as a Request for Proposals (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, 02 July 2015 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20150626. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This solicitation is 100% small business set aside and restricted to small businesses only in accordance with FAR 19.502-2(b). The North American Industry Classification System Code (NAICS) 332311; Small Business Standard is 750 Employees. Description of Requirement (Products quoted must meet or exceed what is requested): The Massachusetts Air National Guard located at Barnes MAP, Westfield, MA is in need of: CLIN 0001: (QTY 1/EA) -- Description of Requirement: The erection of one (1) temporary aircraft shelter. It includes the associated project management, engineering, and logistic support of all labor, materials, and equipment as per the attached requirements document (Temp_Shelter_Requirements.pdf) at Barnes Air National Guard Base, Westfield, Massachusetts. Note: The Federal Government is exempt from sales tax, please do not include in quote. A firm fixed price contract will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror. Minimum essential characteristics must be met to qualify as technically acceptable. Delivery and installation requirement: 75 days ARO, FOB Destination to Barnes MAP, 175 Falcon Drive, Westfield, MA, 01085-1482. Request the submission of a product technical description to include literature, photos, and drawings/sketches of proposed stands. Telephone quotes will not be accepted. Quotes must be submitted and received no later than 2:00 PM local, 18 September 2015 via email to the contact information listed below. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government; price, technical acceptability, and past performance. Technical acceptability and past performance, when combined, are approximately equal to price. This is a best value decision. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards as identified in the attached LPTA evaluation form (B01_Tech_Eval_LPTA.pdf). Price proposals will not receive an adjectival rating. Of the acceptable proposals, the lowest evaluated price wins. Proposals will be evaluated for technical acceptability starting with the lowest reasonable and realistic proposal price and proceeding until an offeror is rated "Acceptable." In order for an offeror to be considered for award, the proposal must receive an "Acceptable" rating in every non-price factor. Any proposal receiving a rating of "Unacceptable" in any non-price factor will not be further evaluated. For technical rating, one of the following ratings will be assigned; Acceptable, the proposal clearly meets the minimum requirements of the solicitation, or Unacceptable, the proposal does not clearly meet the minimum requirements of the solicitation. For the purposes of this solicitation no specific past performance information is required as part of the proposal.
