Description

The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Innovive, Inc., 9689 Towne Centre Drive, San Diego, CA 92121. Innovive, Inc. will provide the Innorack ® compatible cages for the existing system. The place of performance is JJP VAMC, 130 W Kingsbridge Rd., Bronx, NY 10468. This action will result in a Firm-Fixed Price contract of one year. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 25 September at 8:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement VA243-15-Q-1361 Notice of Intent. If after September 25, 2015, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Innovive, Inc. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. A.GENERAL INFORMATION 1. Title of Project: Rodent Cages 2. Scope of Work: The Government requires the delivery of Innovive Disposable Rodent Cages. The Innovive Disposable Rodent Caging System provides animals with a draft-free cage environment. The Innorack ® state-of-the-art airflow system uses high pressure and low velocity airflow that delivers high precision ventilation which results in more efficient evacuation of gases from the cage. The Government is seeking a firm fixed price contract for the disposable PET1 caging that will permit the Veterinary Medical Unit (VMU) to house mice and rats in individually ventilated caging systems during the renovation of VMU space. The Bronx VAMC is currently already uses the Innorack ® Full Cage Rack System and therefore requires the purchase of the Innovive Disposable Caging System. The critical element in the specifications for this contract is that the caging must function properly with the Innorack ® Full Cage Rack System. The disposable caging is only available from Innovive. Description of Cages Needed: Mouse Cage: Innovive's standard IVC cage, designed to be used with the Innovive IVC rack (Innorack ®). Accomodates core mouse holding requirements. IVC Caging is designed to be used with the Innorack ® Full Cage Setup which includes one lid, one bottom and one feeder (8.8oz) which can house up to 5 mice. The interior dimensions measure 81 sq. in and a height of 5 inches. The exterior dimensions measure 14.7 inches long, 9.2 inches wide and 5.5 inches high. The cages are 100% PET. BPA-FREE and recyclable. The cages are available with pre-filled or empty Aquavive ® Water Bottles, autowatering functions and pouches. The cages also have a dual filter that covers both exhaust and supply ports designed for use when the research requires rodent housing for dual filtration. Furthermore, the filters can be used for Containment at BSL3 or better and be used for quarantine due to their HEPA filters at both the exhaust and supply ports. Additional products that work in conjunction with this cage include, MV2 (Lid & Bottom), MC2-C8/c8+ (Lid & Pre-bedded bottom, corn cob bedding), MV2-AD (Lid & Pre-bedded bottom, alpha-dri bedding). Rat Cages: Innovive's standard IVC cage, designed to be used with the Innovive IVC rack (Innorack ®). The IVC caging is designed to be used with the Innorack ® Full Cage Setup which includes one lid, one bottom and one feeder (19.2oz) which can house up to 2 rats. The interior dimensions measure 141 sq. inches and a height of 7 inches. The exterior dimensions measure 17 inches long, 13.3 inches wide, and 7.8 inches high. They are 100% PET BPA-FREE and Recyclable. The cages are available with empty Acquavive ® Water Bottles, autowatering functions and pouches. The cages also have a dual filter that covers both exhaust and supply ports designed for use when the research requires rodent housing for dual filtration. 3. Background: The Bronx VAMC currently utilizes the Innorack ® caging system by Innovive, Inc. Rodent cages that are compatible with the existing system are required to house the rodents at the facility. 4. Performance Period: The period of performance is one year 5.
