Description
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE Radar patch panel (RPP) L-Com Global Connectivity's Item number SP7152, provides sensor feed back to the PAWSS System. The RPP is essential in the operation of the Vessel Traffic Service (VTS) that provides a visual scene to aid in the safe navigation of vessels into the port. RPP is a critical interface that provides the capability for the radar to track vessels and is an integral part in support of the PAWSS 2.0 Port and Waterways Security System for USCG Vessel Traffic Service (VTS). PAWSS correlates the radar feed with AIS (Automated Identification System) and provides the capability to display the tracking of vessels. The capability of the PAWSS system includes the identification of the track of vessels to include the name and nomenclature, the vessel type, speed over ground, and the direction, and identifies the LAT/LONG location. Any failure of the RPP would result in system down time of the PAWSS system; resulting in loss of life, detrimental environmental impact, and costly clean-up of contaminated waterways. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED. RPP is a unique proprietary kit. The unique characteristics include 8 radar connections that are made specifically for the TERMA RADAR. The RPP provides a link to the radar trigger for operation and supports the functionality of the power to the turning unit, the transceiver card, the radar data processor, and provides support for the OSIRIS RADAR Interface. The unique characteristics support a critical link in support of the operation of the Port and Waterway Security System software. The RRP was made specifically for this capability and is proprietary to L-Com Global Connectivity. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES L-Com Global Communications is the sole source for the RRP that was produced specifically for the Government and the PAWSS system. Only one manufacturer and no other vendors make an item that meets the same specifications in support of the Port and Waterways Security System PAWSS 2.0 for USCG Vessel Traffic Service (VTS). EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE. This is a special order part that is manufactured by L-Com Global Connectivity, and is a proprietary part that is specifically designed to work with the TERMA RADAR. The proprietary information is not available; therefore adequate information to solicit by full and open competition is not available to the Government. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED. The Government would have to contract to redesign the system, execute additional development, perform a proof of design, evaluate, and test & prototype in order to incorporate a different RADAR patch panel into a proprietary system. As a result, the Government would incur a substantial duplication of cost that is not expected to be recovered through competition; therefore it is not in the best interest of the Government to seek ways to overcome barriers of competition for future acquisitions for the radar patch panel.
