This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ii. The solicitation number is W912L115T0281 and is issued as a Request for Quotation (RFQ). iii. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. iv. This notice is exclusively set-aside for small business concerns. The associated North American Industry Classification System (NAICS) is 337214 and the associated small business size standard is 500 Employees. v. The Government requests an open market quote (only) in accordance with the requirements described in this solicitation and the attached Statement of Need (SoN), dated 2015.09.03. The Government shall hold a site visit at 1:30PM (CST) on 18 September 2015 at the Naval Air Station Fort Worth Joint Reserve Base located in Fort Worth, Texas (Zip Code - 76127). Interested parties must submit a request for attendance to the POC listed in paragraph xvi to obtain installation access and the specific location for the site visit. The request for attendance must include the name and company name of each attendee. Information provided at the site visit, as well as questions, shall not change/qualify the terms and conditions of the solicitation. In addition, the Government shall hold a supplemental site visit at 9:00AM (CST) on 22 September 2015 to provide interested parties, including those unable to attend on 18 September 2015, with an additional opportunity to view the site. vii. The delivery and acceptance location for this requirement is Naval Air Station Fort Worth Joint Reserve Base, Texas (Zip Code - 76127). The Government prefers FOB Destination. viii. Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors-Commercial - The provision at FAR 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition, with addenda. Quoters shall reference Addendum to FAR 52.212-1, Instructions to Quoters - Commercial Items, as it replaces FAR 52.212-1 in its entirety. Quoters are encouraged to review this addendum prior to formulating quote. ix. FAR 52.212-2, Evaluation-Commercial Items - The Government shall utilize the following evaluation procedures in lieu of the provision at FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, considering Price and other Non-Cost Factors. The following factors shall be used to evaluate offers: (1) Price, (2) Technical, and (3) Past Performance. Technical and Past Performance, when combined, are approximately equal to Price. Price will be evaluated to determine fairness and reasonableness in accordance with FAR 13.106-3. Technical will be evaluated to determine that the proposed furniture solution meets or exceeds the minimum requirements identified in the associated statement of need and drawings. Additionally, the Government may consider asthetics, durability, functionality, quality, effective space usage, and layout of the proposed furniture solution. It is the quoter's responsibility to provide product literature with sufficient detail and clearness to allow the Government to perform a thorough Technical evaluation. Past Performance will be evaluated to assess the degree of confidence the Government has in an quoter's ability to supply products and services that meet users' needs, based on a demonstrated record of performance. The Contracting Officer will evaluate Past Performance using one or more of the methods listed in FAR 13.106-2(b)(3)(ii). In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance. x. FAR 52.212-3 with Alternate I, Offeror Representations and Certifications-Commercial Items - Quoters shall include a completed copy of the provision at FAR 52.212-3 with Alternate I, Offeror Representations and Certifications-Commercial Items with its offer. Reference FAR 52.212-3 (b) for those representations and certifications that the quoter shall complete electronically. xi.
