Description

DESCRIPTION: The VISN 23 Veterans Health Administration intends to negotiate a commercial sole source contract with Association for Clinical Pastoral Education Inc, 1 West Court Square, Suite 325, Decatur, GA, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-53. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This contractor has knowledge and accreditations for the St. Cloud VA Clinical Pastoral Education Program (CPE) that would not be readily available to another contractor. The following is the Statement of Work we are requesting this contractor to complete for us: STATEMENT OF WORK CLINICAL PASTORAL EDUCATION PROGRAM 1. Description of Work: Contactor shall provide accredited services to the Clinical Pastoral Education Program (CPE) at the St. Cloud VA Health Care System (VA HCS), Community Living Center (CLC), 4801 Veterans Drive, St. Cloud MN 56303. The St. Cloud VA HCS is the VISN 23 Association for Clinical Pastoral Education (ACPE) System Center responsible for accreditation, maintenance of ACPE standards, and payment of all fees for CPE programs in VISN 23. ACPE to accredit programs and register student units of Level I, Level II and Supervisory CPE. a)The St. Cloud VHACS shall meet or exceed standards for a unit of CPE. Each unit is at least 100 hours of structured group and individual education. A half unit will consist of at least 60 hours of structured group and individual education. 1)St. Cloud Residents - not to exceed 5. 2)St. Cloud Supervisory Education Students (SES) - not to exceed 4 trainees. 3)St. Cloud Summer Interns - not to exceed 5 interns. 4)St. Cloud Army National Guard Interns - not exceed 5 interns. 5)Sioux Falls Residents - not to exceed 4 residents. 6)Minneapolis Extended Interns - not to exceed 4 residents. b)Each unit will include supervised, clinical practice in ministry, didactics, clinical presentation training, interpersonal peer group seminars, and individual supervision in a program of at least 400 hours. c)The program provides student final evaluations within 45 days of the end of the course within. d)Submit end of the unit reports to ACPE. e) 2.Units of Instruction: a)SES Fall and Spring Unit, 6 months bi-annually with a start date of October 5, 2015 and April 1, 2016. b)Fall Unit, 12 weeks with a start date of October 5, 2015. Each resident completes 4 units per year. c)Winter Unit, 12 weeks with a start date of January 1, 2016. Each resident completes 4 units per year. d)Spring Unit, 12 weeks with a start date of April 1, 2016. Each resident completes 4 units per year. e)Summer Unit, 12 weeks with a start date of July 1, 2016. Each resident completes 4 units per year. f)Summer Intern Unit, 11 weeks with an anticipated start date of May 16, 2016. g)Army National Guard Intern, Extended Unit, 31 weeks with anticipated start date of September 7, 2015. h)Minneapolis Intern - Extended Unit, 26 weeks with anticipated start date of January 1, 2016. 3.Qualification Requirements: Clinical Pastoral Education students shall follow procedures in accordance with VHA Handbook 1111.02 and the VA National Chaplain Service policy. 4.Administration Requirements: a)Provide Pre-Admission packet and demographics information to residents. b)Develop orientation to include VA policies and procedures. c)Submit quarterly reports. 5.Location of Work: a)St. Cloud VA HCS - ACPE System Center 4801 Veterans Drive St. Cloud, MN 56303 320-255-6386 b)Sioux Falls VA HCS - Component Site 2501 West 22nd Street Sioux Falls, SD 57117-5046 605-336-3230 c)Minneapolis VA HCS - Component Site One Veterans Drive Minneapolis, MN 55417 612-725-2000 6.Period of Performance: The period of performance will be for the PERIOD OF SEPTEMBER 1, 2015 THROUGH AUGUST 31, 2016. Four option years as follows: September 1, 2016 - August 31, 2017; September 1, 2017 - August 31, 2018; September 1, 2018 - August 31, 2019; September 1, 2019 - August 31, 2020. 7.Deliverable Schedule: CPE programs provide education and clinical training for CPE Supervisory Education Students, Residents, Summer Interns and Army National Guard Interns in VISN 23. Reverend Linda Campbell is a certified ACPE Supervisor and a full-time employee at the St. Cloud VA HCS and maintains VISN 23 accreditation. Residents and interns provide chaplain support for veterans at the St. Cloud VA HCS and other VISN 23 ACPE accredited sites. During September 11, 2015 through August 31, 2016 residents and interns are assigned to specific areas for the provision of spiritual care. In addition, residents and interns are required to attend and participate in all scheduled peer group seminars and complete curriculum set forth in the ACPE Student Handbook. 8.Applicable Performance Standards: NA 9.Any Special Requirements (e.g. security clearances, travel, special knowledge: NA
