Description
The purpose of Amendment 0002 is to answer industry questions as attached. The purpose of Amendment 0001 is to answer industry questions as attached. AMENDMENT 0002 The purpose of Amendment 0002 is to answer industry questions as follows: Question 3: How can the service calls be quoted when the work to be done is unknown? Is this just a quote for labor to respond to the call? Answer 3: The services portion of the quote (CLINs 0001, 0003, 0005, 0007, and 0009) must be the all-inclusive labor for performance of annual preventative maintenance and responding to up to 10 service calls (annually) including time required for diagnostics for each call. Question 4: The Emergency Repairs listed on the pricing list says $5K, what if the repairs go over $5K. Answer 4:The Government set a Not To Exceed (NTE) amount of $5,000 for repair parts needed during service calls. The awardee cannot exceed the NTE amount during contract performance. The purpose of Amendment 0001 is to answer industry questions as follows: Question 1. The solicitation is marked set aside 8(a) but says unrestricted in the description. Is the requirement 8(a) or unrestricted? Answer 1: This requirement is solicited as unrestricted as annotated in the RFQ description. The 8(a) designator selection in FedBizOpps is corrected by this amendment. Question 2. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? Answer 2: A portion of this requirement (i.e. visual inspection and evaluation services) was performed under NUWCDIVNPT Contract N66604-13-P-0598. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request for Quotation (RFQ) number is N66604-15-Q-2231. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase annual preventative maintenance and emergency diagnostic and repair services (up to 10 service calls) for seven (7) electrical motor generators. Refer to the attached Statement of Work (SOW) for specific task details and generator models/serial numbers. Offerors are required to complete and submit the attached pricing document (provided as RFQ N66604-15-Q-2231 Pricing Attachment). This procurement is being solicited as unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 811310. The Small Business Size Standard is $7.5M. The resultant contract will be a Firm Fixed Price purchase order. The anticipated period of performance for the base year of performance is from October 1, 2015 through September 30, 2016. An additional four (4) one-year options are required with subsequent, consecutive starting dates of October 1 of 2016, 2017, 2018, and 2019. Services are to be performed on-site at NUWCDIVNPT, Newport, RI 02841. Payment will be made via Wide Area Workflow (WAWF). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9; access to a Government site (NUWCDIVNPT) is required, refer to Clause C25, attached. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Quotes shall include price (using the attached Pricing Attachment), delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Quotes received after the closing date and time specified will be ineligible for award. Quotes must be submitted to Naval Undersea Warfare Center Division Newport, Contracts Department, Code 0221, via email to Melinda Jordan at melinda.jordan@navy.mil by 2:00 p.m. EST on 17 Sep 2015.
