Limited Source J&A COORDINATION AND APPROVAL DOCUMENT CONTRACTING ACTIVITY: 21 CONS/LGCBB PROGRAM/PROJECT: Systems Tool Kit (STK) software renewal and upgrades AUTHORITY: FAR 13.106(b)(1) ESTIMATED CONTRACT COST: TYPE: Individual COORDINATION: DATE __________________ APPROVED: _1__S_e_p__2_0_1_5________ 6 LIMITED SOURCE JUSTIFICATION I. CONTRACTING ACTIVITY The 21 Space Wing, 21st Contracting Squadron, 21 CONS/LGCBA is the responsible activity for this Justification for Other Than Full and Open Competition in support of HQ requirements. requests the purchase of System Tool Kit (STK) software annual renewal support and upgrades. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED The Government intends to solicit through other than full and open competition (sole source) and award a firm fixed price delivery order to for System Tool Kit (STK) software annual renewal support and upgrades. The action will be awarded to. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS The software, applications and licenses are critical to improve satellite constellation projections and analysis as well as constellation coverage planning for multiple satellite systems which support congressional and Higher Headquarters inquiries, Program Objective Memorandum (POM) and Constellation Sustainment and Assessment Team (CSAT) planning forums. This software will also increase the precision (exact coverage maps vice notional) of these products enabling informed cost/benefit trades to be made when programming for funds. The total estimated value of this requirement is $. This item is being procured using Operations & Maintenance (3400) funds. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION The authority for this Limited Source Justification is FAR 13.106(b)(1), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) The System Tool Kit (STK) software annual renewal support and upgrades represent a very large tool set used by the Space community/analysts to complete a wide array of analytical tasks supporting both HHQs, missions. There are no other comparable integrated software packages that will meet the wide array of analytical tasks the customer performs in support of their missions. Additionally, STK has an inherent publishing capability which facilitates the creation and distribution of 3-D interactive viewer files by which can share HQs related scenarios within the SBIRS community, Command leadership and HHQs. According to the -provided memo (attached), STK and all of its associated modules are sole source products, manufactured, sold, distributed and supported by STK software and support must be purchased directly from. does not actively maintain or support a domestic resale network for its suite of software products. STK follows the industry standard Microsoft Windows conventions and is currently validated and verified. The satellite manufacturer (who builds our satellite bus and payloads) currently uses the STK software, which allows us to share our scenarios/analyses within the SBIRS organizations. VI. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d) The anticipated cost to the Government will be determined to be fair and reasonable through a comparison of the proposed prices with those on, the Independent Government Cost Estimate (IGCE), and with those paid on the previous contracts. VII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED Market research efforts included conducting on-line research through GSA Advantage and other Internet searches. In-addition, the previous contracts, and, were reviewed and it was found that was the sole source provider for these contracts. However, has exclusive software licensing rights to the STK software and allows no other vendors to provide annual maintenance support. Per FAR 5.102(a)(6), a redacted copy of this Limited Source Justification will be posted on FedBizOpps within 14 days of contract award. VIII. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION Market research concluded that it is in the best interest of the government to purchase the System Tool Kit (STK) software annual renewal support and upgrades as it is both the government/industry standard, is approved for NIPR/SIPR/JWICS, and is currently being used by the SBIRS satellite manufacturer - allowing sharing of data/output products/reports. Equivalent STK type software is not fully compatible or a suitable substitute. Other software programs have limited features (single satellite planning, not constellation planning) and are not optimized for non-commercial satellite constellations. As a result of market research performed equivalent satellite tool type software is not fully compatible to the SBIRS constellation. IX. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED At the present time there is nothing can do to remove the barrier to open competition. Review of other products show that no products other than the STK software/applications currently meet the operational requirements or can be integrated to the existing system. Representatives from compared STK to other products. All comparable products fell short of need and requirements requiring a robust satellite constellation. Future requirements are met leveraging Department of Defense (DoD) mandates, emerging technological standards, and the most applicable solutions and capabilities that support mission needs. has monitored trends, continued to survey the market and requested information to determine if there are other sources available to fulfill the requirement. will keep monitoring trends and developments in this area, and will research new applications and consider replacement of the existing system as newer technologies come available. X. CONTRACTING OFFICER'S CERTIFICATION The Contracting Officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief. XI. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
