Solicitation Number: W81XWH-15-T-0434 Sources Sought Notice/Request for Information: Humanetics Innovative Solutions, Inc The U.S. Army Medical Research Acquisition Activity (USMRAA) on behalf of the U.S. Army Aeromedical Research Laboratory (USAARL) is conducting market research to identify any sources with the capability of providing the required medical device as described herein. Minimum Essential Characteristics - Load Sensing Headform Test Device 1.One load sensing headform test device designed specifically for measuring facial and eye impact loads to predict injury is required with the following characteristics: -Must be compatible with the existing USAARL Humanetics FOCUS headform to use interchangeable parts and to maintain consistency in current test configurations -Must use the USAARL headform mold for head shape and anthropometry -Must mount to the Hybrid III 50th-percentile Neck -The entire system must respond to impacts and measure face and/or eye impact loads that can be used to predict the risk of facial bone fracture or eye injury. -Must have ten facial load cells, one in each of the following locations, with the respective performance characteristics: oTwo eye 1-axis load cells, right and left Must have a ±225 lbf range oTwo frontal bone 3-axis load cells, right and left Must have a ±1000 lbf range oTwo zygoma 3-axis load cells, right and left Must have a ±1000 lbf range oTwo maxilla 3-axis load cells, right and left Must have a ±1000 lbf range oOne Nasal 3-axis load cell Must have a ±1000 lbf range oOne mandible 3-axis load cell Must have a ±1000 lbf range -Must have ten synthetic loading surfaces that mount to the individual load cells mentioned above. Each loading surface must mount independently to its respective load cell. oTwo synthetic eyes mounted in synthetic orbits that mount to the two eye load cells. oTwo synthetic loading surfaces that represent the anthropometry of the left and right frontal bones. oTwo synthetic loading surfaces that represent the anthropometry of the left and right zygoma bones oTwo synthetic loading surfaces that represent the anthropometry of the left and right maxilla bones oOne loading surface that represents the anthropometry of nasal bone oOne loading surface that represents the anthropometry of the mandible -Must be capable of measuring discrete loads to a single facial region or distributed loads across several facial regions -Must have three 1-axis accelerometers mounted in head Center of Gravity (CG) with the following performance characteristics: oMust have a ±2000G range oMust be piezoresisteive oSensitivity must be equal to or less than 0.20 mV/g (at 10VDC excitation) oFrequency range must be 0 to 2,000 Hz (±1dB) oResonant frequency must be equal to or greater than 26,000 Hz -All of the instrumentation must terminate in a 7-pin Lemo to be consistent with existing data acquisition -All hardware and/or mounts needed to mount loading surfaces to load cells, load cells in the headform, and the headform to the Hybrid III neck are required 2.Option: One Upper Neck 6-axis load cell with the following characteristics: -Must be compatible with the FOCUS headform and a Hybrid III 50th-percentile Neck -Must have a ±3000 lbf range in the FZ direction -Must have a ±2000 lbf range in the FX and FY directions -Must have a ±2500 in-lbf range in the MX, MY, and MZ directions 3.Option: One Lower Neck 6-axis load cell with the following characteristics: -Must be compatible with the FOCUS headform and a Hybrid III 50th-percentile Neck -Must have a ±2000 lbf range in the FZ direction -Must have a ±1500 lbf range in the FX and FY directions -Must have a ±3000 in-lbf range in the MX and MY directions -Must have a ±2000 in-lbf range in the MZ direction 4.Option: Ten load cell blanks (one for each load cell listed above). a.Load cell blanks must be the same size, shape, and mass of the load cells they replace. b.Load cell blanks must be compatible with the synthetic loading surfaces described above This is a combined Sources Sought Notice (SSN) and Request for Information (RFI) only. This SSN/RFI is open to small and large business concerns. The Government is seeking to identify qualified sources under the indentified NAICS. Any interested parties should respond to the this SSN/RFI to provide the following information, via email to abraham.g.pottenger.civ@mail.mil no later than the time identified in FBO. 1)Name of product(s) that can meet the specifications listed above to include the manufacturer name 2)Data or specification sheet that details the item features 3)Contact information of individual responding to this announcement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. All responses received will be reviewed to determine if other workstations can satisfy the Government's need. This is not a solicitation for proposals, proposal abstracts, or quotations and no contract will be awarded from this SSN/RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement. No hard copy responses or telephonic questions will be accepted.
