Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architectural/Engineering (A/E) firm to provide design and construction administration (CA) services for the upgrade of the existing fire alarm systems in Building No(s). 365 and 487, and the installation of a secondary fire alarm system for the dormitory sleeping rooms in Building 369. The new fire alarm panels in Building No(s). 365 and 487 shall be addressable panels capable of supporting Class A operation, with the provision to support the existing non- addressable fire alarm devices. In addition, services shall include sampling, testing and reporting of asbestos and lead paint; development of construction documents for the remediation, and construction administration services during remediation work. The estimated construction range is between $500,000 and $1,000,000. Interested offerors are encouraged to submit a statement of qualifications. Your statement of qualifications should provide sufficient information that clearly describes the qualifications and experience of your firm in the following areas: 1. Previous projects similar in scope and value: A. Provide two or more projects by your firm that involve both design and construction administration services for either the installation of a Class A fire alarm system, or upgrade of the existing fire alarm system to a Class A system with a constructed value of $500,000 to $1,000,000 within the last five years. B. Provide two or more projects by your firm that involve both design and construction administration services for at least one project encompassing hazardous materials remediation that was completed within the last five years. Your project examples should include the location of the project, the project owner, a brief description of the project scope, specialty design consultants employed, a comparison of the construction budget versus construction award value, the final contract amount, and a brief and concise description of the CA services provided. 2. Project Location Include the State where the projects are located demonstrating a familiarity with state and local codes, environmental and economic condition, and outline the experience/qualifications of your design consultants. Responses to this Notice will be evaluated based on the following Qualifications, which are listed in order of importance. 1. Previous projects similar in scope and value 2. Project Location This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposals or award a contract. The Government does not intend to award a contract based on responses, nor otherwise pay for the preparation of any information submitted. Firms responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON OCTOBER 1, 2015, BY 2:00 PM EST, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: gloster.monica@dol.gov (Monica Gloster, Contract Specialist). Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database, prior to contract award.
