Amendment 001- 1. Added the WMSS III Market Survey Question and Answer. 2. Changed the due date of the Market Survey to no later than October 8, 2015 4:30 p.m. EST. ______________________________________________________________ In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This is not a solicitation announcement. This announcement is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing maintenance and sustainment services for the Weather and Radar Processor (WARP) program. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. The principle North American Industry Classification System (NAICS) code for this effort is 541990, "All Other Professional, Scientific and Technical Services", with a size standard of $15.0M. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The term of the new contract will be up to six (6) years, from October 1, 2016 through September 30, 2022 and with an estimated total contract amount of $72.0M. CAPABILITY STATEMENT: The requirements will call for supplies and services to be performed in accordance with the Statement of Work (SOW), the "U.S. Department of Transportation Federal Aviation Administration Specification, Weather and Radar Processor (WARP), FAA-E-2898k", and all applicable interface documents identified in the SOW. Interested sources should respond to this market survey by providing a general Capability Statement below in 20 pages or less. It is up to responders how many pages they allocate to different parts of the Capability Statement. 1.Corporate Experience Provide a brief description of your company and any experience your company has in deploying a system in the National Airspace System (NAS) or in a system that has similar complexities and magnitude as the NAS. If your company has experience with deploying or maintaining systems within the NAS, please provide specific names of these NAS Programs. 2.Proprietary software code The current WARP system consists of approximately 11% proprietary software code. Please describe your company ™s experience maintaining a system, including resolving Program Trouble Reports, where the incumbent upheld similar ownership of software code, or alternatively, your company ™s ability obtaining proprietary software from the incumbent for purposes of performing system maintenance. 3.Transition of Service The Weather and Radar Processor (WARP) system is a critical component of the FAA Air Traffic Control system. Seamless and reliable maintenance of the WARP system without disruption of service is essential to maintaining the safety and efficiency of the National Airspace System (NAS). Will your company be able to accept full responsibility of the current WARP system (hardware and software) without any disruption to the existing system and currently scheduled activities? Do you have the capability to provide a Transition Plan that describes transferring all incumbent service capabilities with no interruption to any existing service(s) provided under the SOW? Are you capable of executing the Transition Plan within 30 days of contract award? Please provide a high-level description or outline of a proposed Transition Plan. 4.Real-time Weather Radar Systems Provide a description of your company ™s experience with marketing a real-time weather radar system including development of a real-time weather system, development of a training package for a real-time weather system and on-site training of the system to varied user groups, experience providing maintenance activities for weather radar systems, and experience providing weather system maintenance at over 20 locations throughout the United States, including Alaska. If your company does not have experience with real-time weather radar systems, please describe your company ™s experience with systems of similar complexity including the training and maintenance of these systems in multiple, geographically-dispersed locations.
