- Combined Synopsis/Solicitation for Department of Emergency Services 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (W9124A-15-R-0010) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 334290 - Other Communication Equipment. All non-price factors (i.e., technical capability and past performance) are significantly more important than price. 6.
