- REQUIREMENTS DESCRIPTION Cartridge, Cutter H1-4.0 PURPOSE/DESCRIPTION The following constitutes a Sources Sought Synopsis. The Government is performing market research to identify potential contractors who have the skills, experience, and knowledge required to successfully produce the Cartridge, Cutter H1-4.0, Reefing Line Cutter, NSN 1377015233601 JM72, FSC: 1377 for an anticipated procurement. Information received will be considered for the purpose of determining if responsible sources exist and to assist in determining if this effort can be competitive and/or a total small business set-aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in increasing competition and small business utilization - specifically socioeconomic programs as defined by Federal Acquisition Regulation (FAR) Part 19 (including 8(a), Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns). Responses should include small business status as related to the listed NAICS. The proposed North American Industry Classification System (NAICS) Code is 325920 which has corresponding size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. No reimbursement will be made for any costs associated with providing information in response to this sources sought. Any information submitted by respondents to this notice is strictly voluntary. Any subsequent information relating to this notification will be posted to www.fbo.gov. All responses to this Sources Sought Synopsis must be submitted to the point of contact listed above. This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded. PROGRAM DETAILS AND/OR REQUIRED SYSTEM SPECIFICATIONS The Cartridge, Cutter H1-4.0 is a propellant actuated cutter that incorporates a lanyard actuated mechanism to initiate a time delayed cutter knife that will cut a drogue and main parachute reefing line during Air Force Subscale Aerial Target flights of the BQM-167 Drone. The Performance Specification (SP20157202 Rev-) is available upon request. Interested offerors should respond to this synopsis within 15 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement.
