Description
Performance Work Statement for METC Removal and Installation of Laptop and Computer Devices RFQ This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and Subject to the Availability of Funds IAW FAR 52.232-18. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number F2MTME5162AW01 is issued as a Request for Quote (RFQ) IAW FAR Parts 12 and 13. The requirement is being offered as a 100% Small Business Set-Aside under the North American Industrial Classification Systems (NAICS) of 541519-Other Computer Related Services with a small business standard size of $27.5 million, is applicable to this solicitation. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-83, effective 03 September 2015. This combined synopsis/solicitation is NOT to be construed as a commitment by the United States Air Force. The Government reserves the right to cancel this solicitation anytime before contract award. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. In order to be considered for award by the Government, vendors must adhere to the quotation requirements and respective evaluation factors set herein within FAR Provision 52.212-1's Addendum. The 502nd Contracting Squadron, 2250 Engineer St., Ste 1, Joint Base San Antonio (JBSA), Fort Sam Houston (FSH), TX 78234 has a requirement to upgrade 900 existing laptop computers with 900 new laptop computers. All extended description of the work and supplementary Requirements are stated in the Performance Work Statement (PWS) dated 11 March 2015 as attached. Offerors must provide a firm-fixed price to include all materials, supplies, labor, equipment and non-personal services required for the removal, installation, engineering, and testing of the laptop computers and its components. The work will be coordinated and conducted on Fort Sam Houston, TX. The work entails removing 900 used laptop computers, and replacing them with 900 new laptop computers. The laptop computers are known as End-User Devices (EUD). The existing EUDs are various makes or types of laptops. The contractor shall provide supplies, management, tools, materials, equipment, labor, and transportation for the following work: A. The removal process of EUDs include: - Remove 900 existing laptops and uninstall hard drives, catalog serial numbers, and return to the Government. - The removal process includes any unnecessary and damaged computer components. - Transfer to storage of used EUDs shall be included. B. Installation of 900 new EUDs include: - Unpack 900 new EUDs (along with its components) and dispose of packaging material. - Load and image the hard drive of each computer with a standard IMD that contains a program specific software. Configuration and imaging on-site is required. This includes the deployment of each laptop and testing the configuration. - Upon completion of each EUD, it shall be installed, seated and operational for users. - Record, repair, replace damaged LAN cables with Government provided supplies. Offeror must include cable management, harnessing and layout. - A list and inventory of all serial numbers will be generated and maintained. Prior to removing the laptops, contractor will provide a designated Project Manager and alternate contact person. The contractor will maintain records of the serial numbers of all the hardware removed and deployed. A daily report will be provided to the Government. SCHEDULE: Vendors, contractors, or offerors must provide a proposal for the requirements herein. Proposals shall include a unit breakdown of contract line item numbers (CLINs) and provide a total sum of the CLINs in the following schedule. Offerors that do not submit pricing will be considered as nonresponsive to this solicitation and withdrawn from consideration for award. The commercial items being used in as defined in the PWS is being solicited as a brand name or equal requirement.
