- This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d) The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to issue a sole source Indefinite Delivery Indefinite Quantity Firm Fixed Price Contract to Lockheed Martin Corporation (LMC), Missiles and Fire Control Site, Archbald, PA for Laser Guided Training Round (LGTR) BDU-59B/B, and Production Engineering and Logistic Support for the LGTR Program. Orders will be issued, if a Contract is executed, for Laser Guided Training Round (LGTR) BDU-59B/B,and Production Engineering and Logistic Support for the LGTR Program. The proposed action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LMC is the original designer, developer and manufacturer of the Laser Guided Training Round (LGTR) BDU-59B/B, and, as such, owns the proprietary data that is required to perform the efforts under this requirement. LMC is the only known source that possesses the knowledge of the LGTR facilities, data, tooling and experience required to successfully provide these supplies and services to compete these efforts. The Government contemplates a five year ordering period. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). However, responsible, interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. T here are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
