- Clauses in full text COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for BRAND NAME commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Please reference solicitation number 15-WAHD-OAA-NAT-0048 on all quotes. All quotes must list the company name, address, point of contact, telephone number, email address, DUNS, and Cage code. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84/09-03-2015. (IV) There is a 100% Small Business set-aside for this procurement. The associated NAICS code is 541519. The small business size standard is $27.5M. (V) This combined solicitation/synopsis is for purchase of the following BRAND NAME commercial products - NO EQUALS WILL BE ACCEPTED. (VI) Shipping Address: Department of Labor Wage and Hour IT Division 820 First Street, N.E. Room LL 100 Washington, D.C. 20002 (VII) The provision at FAR 52.212-1, Instructions to Offerors - Commercial (April 2014), applies to this acquisition. (VIII) Quotes will be evaluated based upon the procedures in FAR part 13.106-2. This award will be made to the vendor that represents the best value to the Government, with the evaluation based upon the Lowest Price Technically Acceptable (LPTA) quote. DOL will determine technical acceptance based upon the quoting the exact specifications in Section V of this combined synopsis/solicitation. (IX) The clause at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (March 2015), applies to this acquisition. Respondents must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with the quote. (X) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (May 2015), applies to this acquisition. (XI) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2015) applies to this acquisition. (See Attached) (XII) The following DOL Local Clauses apply to this acquisition (see attached). DOLAR 2952.201-70 - Contracting Officer's Representative Clause DOL 2012-02 - Contractor's Obligation Clause DOL 2014-01 - Electronic Submission of Payment Request Clause DOL 2014-03 - Section 508 Clause (XIII) The Government intends to award a firm-fixed-price purchase order resulting from this combined synopsis/solicitation. (XIV) Quotes are required to be received in the contracting office no later than 12:00PM EST on September 21, 2015. All quotes must be emailed to the attention of Myla Gale at gale.myla@dol.gov.
