- J&A The Army Contracting Command, Redstone Arsenal intends to issue an award to the Sharp Communications, Inc, 3403 Governors Drive SW, Huntsville, Alabama, under authority of FAR 6.302-1, for the install, alignment, and re-wiring as necessary to the gates and camera systems to include repositioning of a camera rack. All wiring connections will be checked and wires will be extended as required to place the camera rack along and grounded to the wall of the building. The cameras will be upgraded to PTZ HD with new control circuitry. The controls, hardware, software were installed by Sharp Communication, Inc., several years ago. Only Sharp Communication, Inc. possess the unique skills and quality control disciplines required for fulfilling the proposed contract requirement for equipment whose reliable operation is essential to the proper functioning of the security at the Airfield. Sharp Communication will be able to utilize components of the existing system, while upgrading the software, cameras, speakers and other items that will ensure that the whole integrated system is fully operational and will significantly reduce the cost of the upgrade. They are the resident experts on how the system wiring is routed and no wiring tabulations currently exist. Knowledge of the wiring and layout is paramount to a timely installation and upgrade of this system. The Government intends to procure the below items, as part of this installation, and have them installed as part of this requirement. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received not later than 2:00 PM CT on September 21, 2015. Responses shall be submitted to Michael Baez, email address michaelangleo.w.baez.civ@mail.mil and shall at a minimum include the following: 1. The name of your company 2. Company DUNS and CAGE Code 3. POC name and contact information 4. The specific service(s) that your company offers that fulfills the same function as the services to be included on this order or evidence that your company is capable of providing the subscription services. 5. A description of the service(s) and your company's overall capabilities. It is your responsibility to demonstrate how your service(s) are capable of providing the same services that exist with the Sharp Communications, Inc. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
