- Justification and Approval The 765 Specialized Contracting Flight at Hurlburt Field, FL intends to award a Sole Source contract to Butler Parachute System, Inc. Line Items 0001-0042 Low Profile Parachutes (LPP). The award is unrestricted and is under the North American Industry Classification System Code 314999 with a small business size standard of 500 employees. This sole source action is being accomplished under the authority of FAR 8.405-6. Butler Parachute Systems, Inc. is the only source that has the required 'Safe to Fly' Memorandum from Human Systems Division, AFLCMC/WNUK at Wright Patterson Air Force Base and is the sole manufacturer and distributor of the LPP. This is NOT a request for quote.
