Description
LSJ for MMW Task Order HSHQDC-15-J-00395 was awarded to Battelle Memorial Institute against existing Blanket Purchase Agreement HSHQDC-13-A-00023. This award was made pursuant to FAR 8.405-3 (c)(2)(iii)(A) using the exception under FAR 8.405-6(a)(1)(i)(C). The Limited Source Justification (LSJ) number is FY15-00302 and was signed July 7, 2015. A copy of the LSJ is attached. The task order award was issued in the interest of economy and efficiency as a logical follow-on to three original Federal Supply Schedule orders: HSHQDC-13-J-00209; HSHQDC-13-J-00444; and HSHQDC-13-J-00462. The work for the task order will continue the progression of work on Millimeter Wave (MMW) requirements in the three specialized areas; signature of systems and targets, the development of an image quality tool for Advanced Imaging Technology systems, and the demonstration and development of a material identification using millimeter wave systems. This new task order will continue the work of the previous task orders by measuring the remaining commercial explosives not completed under the previous task orders and design simulants for explosives in the frequency range measured. The new task order will also continue using the resin identified in the previous task order and will design a range of shapes for image testing with the AIT systems available at TSL and with the XY scanning frame and antennas. Additionally, this new task order will widen the proof of concept analysis to more military and commercial explosives.
