Description
DISCLAIMER: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify interface requirements for an EVA digital Night Vision Goggle (dNVG). This is not a request for proposals. It does not constitute a solicitation and shall not be construed as a commitment by the Government. It does not restrict the Government to an ultimate acquisition approach. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary and information submitted will not be returned. The Naval Air Systems Command (NAVAIR) Aircrew Systems Program Office (PMA202) is requesting information from industry to define a standard interface for an EVA dNVG from external sources. The purpose of this RFI is to identify existing interfaces implemented in Commercial off the Shelf (COTS), Non-Developmental Items (NDI) and emerging developmental micro-display products. Additionally, NAVAIR is requesting information on battery technology research that could be advantageous for goggle performance and extend operational use. U.S. Navy (USN) and U.S. Marine Corps (USMC) pilots and aircrew are required to fly missions at night and the current system cannot fulfill all emerging mission requirements, which include the ability to see at very low light levels and the implementation of aircraft Degraded Visual Environment (DVE) sensors. NAVAIR is seeking information on current and developmental digital video standards that are best-suited for micro-display technology. Both the processing speed and the ability to display integrated detailed images are critical for the design of the EVA dNVG. A recommended standard digital video format that can support real-time image processing is sought. Requested Information: The information provided shall address the following areas in regard to the interface: 1.0 Current Heads-Up Displays (HUD) or Helmet Tracking Systems If your company provides a HUD or helmet tracking system to a military, commercial or private aircraft, please respond to the following paragraphs. 1.1 Describe the format used for displaying the HUD symbology. State whether the format is analog or digital. 1.2 Describe the format used for displaying the helmet tracking data to the operator. State whether the format is analog or digital. 1.3 Describe the type of power (AC or DC), voltage and current (in Amps) available from the system for the operator's eyepiece. 1.4 Describe the digital video formats that may be available within the existing system, but may not be used. Provide the industry standard or military standard that is met, if applicable. 1.5 Provide the Interface Control Document or equivalent, if available. 1.6 Provide a list of the aircraft using the system described above. 2.0 Under Development If your company is developing digital video formats for real-time processing of video images for handheld or small displays, or has done research on the pros and cons of using current standard video format, please respond to the following paragraphs. 2.1 Provide the basic technical information or specification about the chosen format. 2.2 Provide the advantages of the chosen format over standard digital video formats for real-time image processing and display. 2.3 For research that your company has performed on different digital video formats, provide the recommended standard digital format with the pros and cons. 2.4 Provide information on the formats in paragraphs 2.1 and 2.2 for integrating two or more images together, creating overlays, or providing a pictureinapicture. 3.0 Sensors If you provide sensors that deliver visual information to a user on an aircraft or ground vehicle, please respond to the following paragraphs. 3.1 Provide the video output format that is used. Also, provide additional video outputs that are available in the sensors but are not implemented. Provide specification or equivalent, if available. 3.2 Provide the length of time required for data to travel from sensor input to display to user (in msec). The intent of this question is to understand the latency of current systems. 4.0 Battery PerformanceIf your company has done research and development on battery technology, please respond to the following paragraphs. 4.1 For batteries your company has developed or researched, describe the estimated size, weight and power capacity in amp hours or watt hours. Describe the battery chemistry (e.g. Li-ion). 4.2 Describe the estimated run-time for the battery types described above for a continuous load of 6.5 watts. 5.0 Other Information 5.1 Provide any additional information you think would be of value to the Government in relation to this Request for Information in this section. Responses All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. Responders shall mark all controlled unclassified and classified technical information with distribution statements as specified in DoDI 5230.24 (Distribution Statements on Technical Documents) http://www.dtic.mil/whs/directives/corres/pdf/523024p.pdf. Refer to the attached DD254 for more information. Responses are due 16 October 2015 at 03:00 PM EST. Responses shall include the following information: 1. Company name 2. Company address 3. Telephone number 4. Point of Contact name 5. DUNS / Cage Code Number 6. Email address 7. Statement as to whether company is domestically or foreign owned (if foreign owned indicate country of ownership) 8. Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) 9. Confirmation of registration in the System for Award Management (SAM) database. This is NOT a Request for Proposal. Interested vendors who respond to this RFI are requested to submit informational papers that contain substantiating data addressing each of the questions contained within the RFI. Information provided should be prepared in Microsoft Word or PDF format using 1-inch margins and font size not less than 11 point. Responses should be no more than 20 pages, double sided, and shall address, at a minimum, the information listed in sections 1 through 5. Information shall be submitted at no expense to the Government and will not be returned. Proprietary data MUST be marked on a page-by-page basis, and will be treated as such.
