- This solicitation is being issued for Sublime Text Software resellers only. SSA anticipates procuring these software licenses under the authority of Federal Acquisition Regulation (FAR)13.106-1(b)(i), For purchases not exceeding the simplified acquisition threshold, "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization.) ************************************************** * - INSTRUCTIONS TO VENDORS - * ************************************************** All participating vendors must submit with their quotations the following articles: ? Completed Additional Information Sheet; ? Tax Identification Number (TIN); ? Dun and Bradstreet Number (DUNS) ? Completed Provision, Federal Acquisition Regulation (FAR) 52.212-3 Offeror Representations and Certifications-Commercial Items. If the vendor has completed its annual representation and certification electronically via the SAM (System For Award Management) website and has reviewed that data, it may, in lieu of completing the full provision, verify by submission of its quote that it has entered or updated the representations and certifications in the last twelve months and they are current, accurate, complete and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation). ? Price verification The vendor's failure to provide any of the above articles may render its quotation non-responsive and disqualify it from consideration. ************************************************** * - EVALUATION OF QUOTATIONS - * ************************************************** The Government will make an award to the lowest priced authorized reseller or manufacturer. It reserves the right to make an award on an all or none basis.
