- 5A-15-A-0034 - PS Form 8203 Solicitation and Attachments The United States Postal Inspection Service (USPIS) has a need for on-demand, rapid air transportation services, in the event there is a need to respond to hazards that are detected by Biohazard Detection Systems (BDS). Combined, there are about 500 BDS facilities in the Contiguous (CONUS) and Outside the Contiguous United States (OCONUS). Offerors are encouraged to review all solictation documents and attachments. All proposals must be received no later than the solication close date and time.
