- Redacted Air Permit Revised Bid Schedule Amendment 0011 - 22 20 & Spec Section 01 10 00 Revision, Revised Bid Schedule, & Redacted Air Permit The Norfolk District, Army Corps of Engineers is contemplating a Firm Fixed Price, Design-Build Construction contract for the construction of a new combined heat and power plant (CHPP) at the Radford Army Ammunition Plant (RFAAP), Radford, Virginia. Background - There is a need for the Army to replace the circa 1941 powerhouse with a modern combined heat and power plant (CHPP) at the Radford Army Ammunition Plant, Radford, Virginia (RFAAP) due to current facility infrastructure passing economically useful life creating an unacceptable risk of impact to plant operations and the requirement of the U.S. Environmental Protection Agency's (EPA's) Maximum Achievable Control Technology (MACT), issued on 31 January 2013 as part of 40 CFR Part 63 of the Clean Air Act, mandating all major air emitting sources meet more stringent Hazardous Air Pollutants (HAPs) emission standards. The Government has determined it is not economically justifiable to retrofit advance air emission control measures into the existing power plant. RFAAP is a Government-owned, Contractor-operated (GOCO) energetic materials manufacturing facility established in 1941. RFAAP is the principal domestic source of propellants for small, medium, and large caliber ammunition and some missiles. The intended contract action is for the award of a contract for full design-build services to design, construct, test, commission, and train new operating staff for a new CHPP that can generate 16 megawatts of electricity and 460,000 lbs/hour of superheated steam. Associated equipment/spaces include but are not limited to the following: natural gas fired combustion turbines, dual fuel (natural gas and fuel oil) steam boilers, emergency/black start reciprocating generator, steam turbine(s), compressed air system, boiler feed water systems, chilled water system, brine maker, electrical switchgear, electrical substation, monitoring and control systems, emissions control systems, control room and administrative spaces. This project will be solicited as unrestricted following a two-phase best value procurement process in accordance with FAR Part 15 and 36.3. The contracting officer will award a firm fixed price contract to the responsible offeror in accordance with FAR 9.1, whose proposal conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, determined through a two phase evaluation. The factors for Phase 1 are anticipated to consist of the following: Specialized Experience; Past Performance; and Organization, Technical Approach, and Key Personnel. The Phase 2 evaluation is anticipated to consist of price and the following non-price factors: Power Generation and Emissions Performance Guarantees, Design Concepts, Quality of Materials, Schedule, Key Subcontractors, and Small Business Participation. The magnitude of construction is between $50,000,000.00 and $100,000,000.00. The NAICS code applicable to this requirement is 237130, Power and Communication Line and Related Structures Construction, with a small business size standard of $36.5 million. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror.
