- This is a combined synopsis/solicitation for commercial items and will be prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-15-Q-3515. The North American Industry Classification System (NAICS) Code is 334111, size standard is 1,000 employees. Incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2005-83. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) has a requirement for the purchase of (6) computer workstations. There is no brand name specification; the minimum requirements are as follows for each workstation: Intel Xeon E5-2609 Processor 16 GB RAM DVD-R or RW Nvidia Quadro Video w/ 2+ GB RAM 480+ GB Hard Drive Windows 7 Pro 64-Bit Dual 24" Monitors Windows/Linux Platform Keyboard and mouse included This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures. The Solicitation is Set Aside 100% for Small Business. The NUWCDIVNPT Office for Small Business Programs concurs with the set-aside determination. The Government intends to award a single FFP purchase order to the eligible, responsible offeror whose offer represents the best value, considering price and technical acceptability. All responsible sources may submit a proposal that shall be considered by the agency. Any subsequent amendments to this solicitation will be posted to FEDBIZOPPS. Evaluation will be in accordance with FAR 52.212-2 Evaluation - Commercial Items. Evaluation factors are technical capability, price, and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions -Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies. The following addenda or additional terms and conditions apply: In accordance with DFARS Clause 252.211-7003, the contractor shall provide a Unique Item Identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000 or more. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website.
